"No substantive progress has been made." That's what House Speaker John Boehner had to say Thursday about efforts to avoid automatic spending cuts and tax increases at year's end.

The administration's lead negotiator, Treasury Secretary Tim Geithner, met with congressional leaders from both sides of the aisle Thursday, looking for an agreement on the hazard Congress and the White House created last year to focus their minds on deficit reduction.

Perhaps the most important sticking point is over income tax rates. The outcome of the negotiations will determine how many Americans will face higher tax rates ? and how much of a hike it will be.

Obama's Proposal

President Obama has proposed that top tax rates for well-off Americans rise to their levels from before the Bush-era tax cuts. But he wants to keep the Bush tax cuts for the middle class. So income tax rates for couples making less than $250,000 and individuals making less than $200,000 would remain where they are.

What would that mean for you? Well, if you're among the well-off and earn more than those amounts, the money you make above those levels would be taxed at 36 percent and 39.6 percent ? up a few points from where they are taxed now, and exactly where they were during the Clinton administration. For the top 1 percent of taxpayers, this change would boost their tax bill a lot.

"That tax increase would amount to something in the neighborhood of $120,000," says Donald Marron, co-director of the Tax Policy Center.

The center has crunched a lot of numbers related to the tax effects of the fiscal cliff and the various proposals to avoid it. Len Burman, who used to run the center but now is a professor at Syracuse University, says allowing the Bush tax cuts to expire for the well-off would put a dent in the deficit.

"Raising the tax rates to basically the pre-Bush levels for the high-income people would raise about $850 billion over 10 years," he says.

But would that be a bulldozer-size dent or a baseball-size dent in the deficit?

"It's significant ... but we're looking at $10 trillion-plus in deficits over the next 10 years, so this is less than 10 percent of the total," Burman says.

The president would reduce the deficit an additional 5 percentage points through his proposal to reduce the value of tax deductions for the wealthy.

The Fiscal Plunge Scenario

But what if policymakers can't reach an agreement and we go over this fiscal cliff? Tax rates would go up across the board. The Tax Policy Center says about 90 percent of Americans would see their tax bill increase.

"For a middle-income household, this increase would be around $2,000; for a low-income household, it would be around $400," says center co-director Marron.

While that's not a pleasant thought, allowing the Bush-era tax cuts to expire for everyone would cut deficits significantly, Burman says.

"We'd raise $2.2 trillion in income tax revenues over the next 10 years and $430 billion in estate tax revenues," he says.

That would cut projected deficits by about 25 percent over the next 10 years ? a much more sizable chunk, but still not enough to solve the deficit problem.

Of course, the shock to the economy of the abrupt tax hikes and spending cuts would likely cause the economy to plunge back into recession. That's really why they call it the "fiscal cliff."

GOP Pushes Tax Reform

Republicans say hiking rates for anyone is the wrong approach. They want to extend the Bush tax cuts for everyone for one more year. That would mean a $400 billion boost to next year's projected deficit.

But during the year, Republicans say, Washington could work on changes to tax policy and entitlements and try to close the budget gap for the long term. Glenn Hubbard, dean of Columbia University's School of Business and an adviser to Mitt Romney, agrees. He says raising rates is a bad idea.

"I'd rather see us talk about tax reform," Hubbard says. "That is, have the Congress say, 'OK, here's the dollars that we need to raise in revenue, now let's talk about a better tax system.' "

UK regulator fines UBS in rogue trader case

(AP) ? Britain's financial regulator has fined Swiss bank UBS AG for failings which allowed a rogue trader to lose $2.3 billion.

The Financial Services Authority says Monday that it is fining the bank 29.7 million pounds ($47.6 million).

Former UBS trader Kweku Adoboli was sentenced to seven years in prison last week after being convicted of two counts of fraud.

The regulator says the case revealed serious weaknesses in the firm's procedures, management systems and internal controls.

With Ban on Drilling Practice, Town Lands in Thick of Dispute

Voters in Longmont, Colo., approved a ban on the drilling practice known as hydraulic fracturing, prompting legal threats. "People really didn't think through this too well," the mayor said.

LONGMONT, Colo. ? This old farming town near the base of the Rocky Mountains has long been considered a conservative next-door neighbor to the ultraliberal college town of Boulder, a place bisected by the railroad and where middle-class families found a living at the vegetable cannery, sugar mill and Butterball turkey plant.

But this month, Longmont became the first town in Colorado to outlaw hydraulic fracturing, the oil-drilling practice commonly known as fracking. The ban has propelled Longmont to the fiercely contested forefront of the nation?s antifracking movement, inspiring other cities to push for similar prohibitions.

But it has also set the city on a collision course with oil companies and the State of Colorado.

?People really didn?t think through this too well,? Mayor Dennis L. Coombs said, sounding weary at the prospect of an onslaught of lawsuits. ?We are where we are. I guess you have to respect the people.?

In a way, Longmont?s fracking ban is in a position similar to Colorado?s ballot measure legalizing small amounts of marijuana for recreational use. Both are lessons in the promise and peril of populism: both initiatives sailed through on Election Day despite opposition from the authorities, and both now face legal scrutiny and fights at all levels of government.

Gov. John W. Hickenlooper, a Democrat, has warned Longmont residents that the ban is likely to mean a lawsuit from the state, which insists that only it has the authority to regulate drilling. Already this summer, Colorado sued Longmont over earlier city rules that limit drilling near schools and homes.

Local leaders are also bracing for more lawsuits as they tell energy companies they can no longer frack their wells ? a process that involves injecting thousands of gallons of pressurized water, sand and chemicals deep into the earth to fissure the rock and extract the oil and gas locked inside.

The ban does not outlaw all drilling, only the specific practice of hydraulic fracturing within the city limits, as well as the storage and disposal of waste created by the process.

?We?re going contrary to state laws,? said Bill Swenson, one of seven former mayors of Longmont who fought the ban. ?We are, in effect, taking your property.?

Fracking has allowed drillers to unlock huge new reservoirs of oil and natural gas over the past few years, and has kick-started economies from North Dakota to western Pennsylvania to here in northern Colorado. The industry says the practice is environmentally safe, but opponents have raised concerns about water contamination and air pollution while objecting to islands of well pads and forests of drilling towers in their communities.

The Colorado Oil and Gas Association, the main lobbying group for the energy industry here, criticized the ban as confrontational and encroaching on the private property of companies that have rights to oil and gas buried deep beneath Longmont?s streets, parks and reservoirs.

?Are the taxpayers of Longmont prepared to provide fair compensation to all of the oil and gas lease holders in Longmont?? said Tisha Schuller, the group?s president.

Supporters of the ban call it a ?citizen uprising? against a rush of drilling that has spread like brush fire through towns across the plains of northern Colorado.

In nearby Firestone, wells sit within a few hundred feet of libraries, schools and subdivisions. In Greeley, herds of tanker trucks line up at city fire hydrants at dawn to load water for fracking. Earlier this year, a federal scientist reported finding elevated levels of propane and benzene in the air around Erie. City officials and environmental advocates have even led fracking tours of communities where drilling is at its peak.

When people learned of plans to sink wells in Longmont near the Union Reservoir and a playground and recreational area on the east end of town, a response began to coalesce: not here. Supporters said the state?s decision to sue over Longmont?s regulations stiffened their resolve.

At the start, the ban seemed like a doomed idea.

The energy industry poured money and resources into fighting it, raising more than $500,000 to send out mailers and buy advertisements saying the ban would drive away businesses and incite expensive court battles. The major newspapers in Denver, Boulder and Longmont all urged voters to reject the proposal.

?I had no idea we could upset an entire state government and a trillion-dollar industry,? said Michael Bellmont, an insurance agent who helped gather thousands of signatures and knocked on doors to persuade voters.

Advocates of the ban focused less on climate change and environmental concerns than on hitting voters where they lived: Do you want oil wells venting near your backyard? Do you want drilling near your schools?

The industry said the arguments were based on fear-mongering, deception and antifracking hysteria, but they resonated with voters. The ban passed 60 percent to 40 percent, with broad bipartisan support.

One recent afternoon, a few supporters who helped get the ban passed drove through town to visit some of the ?red sites? ? areas that had been leased for drilling, or could be in the future. They drove past public parks, open spaces and golf courses and stopped at the Union Reservoir, still and limpid under a cloudy sky.

?There?s a swim beach, there?s sailing, and there will be eight well pads,? said Kaye Fissinger, a supporter of the ban, pointing out potential drilling sites in the distance. ?You come out here to relax. You don?t come out here to have your air polluted.?

Re: Upgrading from FTM 2011 to FTM 2012 - Family Tree Maker ...

I would definitely upgrade to FTM2012. There are dozens of updates and changes from FTM2011 - even not counting the sync feature (which I don't use either).

What some users do, including me, is to identify our file names with the version that file is associated with. For example, before I upgraded to FTM2012, my file was xxx2011.ftm and was in:

FTM2011 Data Files
....xxx2011.ftm
....xxx2011media (folder) - with contents.

I then created new folders:

FTM2012 Data Files
.... xxx2012media (folder with contents)

I copied xxx2011.ftm to the 2012 file and changed the name in Windows explorer and also copied all of the contents of the media folder.

I then brought up xxx2012.ftm in FTM2011 and made sure I had everything - the number of individuals agreed, sources, images, etc. I also went into media and used the FTM edit to find unlinked images and told FTM to find any it found.

I then exited FTM2011 and installed FTM2012 and told it to open the file xxx2012.ftm. That file will be changed by FTM2012 and cannot be read by earlier versions.

I have the data files associated with each version of FTM for the past 10 years on my hard disk.

Cash registers won't be the only thing ringing on Black Friday. While stores and malls will be packed to the gills with shoppers on holiday shopping's super Friday, the adjacent parking lots will also be chock-full of shoppers' cars. And those full lots will lead to a spike in the sound of metal-meeting-metal fender benders, insurance claims data shows.

Parking-related auto insurance claims increased 36.5 percent on Black Friday when compared with Fridays two weeks before and after Black Friday last year and accounted for a quarter of all claims, according to data from Progressive Insurance, the fourth-largest insurer of cars in the U.S. Parking situation claims doubled from 2010 to 2011.

Rear-ending someone or getting rear-ended accounted for 12.57 percent of claims, while accidents involving parked cars totaled 11.13 percent of claims, Progressive said. Accidents in which one car backs into another accounted for 7.68 percent of claims.

If you do have an accident, report it to police and insurer, even if it seems minor, Progressive recommends. That way you're protected in case the other party is uninsured or files a claim.

This is especially important in hit-and-run accidents; in addition to helping you with your insurance claim, the police may be able to access parking lot security cameras that might have recorded the accident. In most instances, the damage will be covered through your uninsured motorist coverage or collision coverage, if you've opted to get that coverage.

If you've hit a parked car or other property and can't find the owner, securely attach a note with your name and contact information and then notify police and your insurer, Progressive said.

"Protecting your car can be as easy as parking it a little further back in the parking lot, away from the commotion of the store," said Maria Cashy, claims customer service process leader at Progressive. "That extra 100 feet could save your car some serious damage. "

No. 4 Ohio State beats Washington 77-66

UNCASVILLE, Conn. ?

Deshaun Thomas made a case Sunday that he's ready to be Ohio State's next star.

Thomas tied a career high with 31 points and led No. 4 Ohio State to a 77-66 win over Washington and the championship of the Hall of Fame Tip Off tournament.

The 6-foot-7 junior, who also had eight rebounds, had 21 in the first half as the Buckeyes (3-0) built at 10-point lead and cruised through the second half.

"We haven't played against anyone like him this year," Washington coach Lorenzo Romar said. "He came out, he was on fire. He couldn't miss anything."

Aaron Craft added 18 points for the Buckeyes, who beat Rhode Island on Saturday.

C.J. Wilcox led Washington (2-2) with 18 points and Abdul Gaddy had 15. The Huskies earned the right to play Ohio State with an overtime win Saturday night over Seton Hall.

This is the same tournament that Kentucky won last season in an early test for that young team, which won the national title.

Ohio State led by double digits much of the way and by as many as 17 in the second half. Washington made one run, cutting the lead to 57-50 on a layup by Gaddy midway through the second half, before the Buckeyes stretched it back out.

Thomas, the Buckeyes' go-to player after the departure of Jared Sullinger to the NBA, scored 11 of his team's first 13 points. He showed off his versatility by hitting a 3-pointer, two jumpers, a layup and a hook shot, and connected on his first nine shots.

"When I knocked those first couple down it was on tonight," Thomas said. "I felt pretty good and confident. My teammates found me in the right positions."

This was his 14th game with 20 or more points at Ohio State. He also scored 31 last season against Loyola (Maryland).

The 6-foot-7 junior was 3 of 7 from 3-point range, and came into the game having made seven of his 15 3-point shots. He had 25 points and 10 rebounds in the Buckeyes' win Saturday over Rhode Island.

"Today was a lot of fun," Craft said. "It's always a lot of fun when you have a guy that's feeling really good and can knock down shots from just about anywhere."

Washington stayed in the game in the first half by shooting 52 percent from the floor, led by Scott Suggs who had eight of his 11 at intermission. But the Huskies were outrebounded 34-28 and had 13 turnovers.

These were Ohio State's first games away from home, and first on a neutral court.

The Buckeyes had been scheduled to play on Nov. 9 in the Carrier Classic on the USS Yorktown in South Carolina, but that game had to be cancelled because of condensation on the court.

So the Buckeyes had played just once, a 22-point home win in the opening game of this tournament over Albany before beating Rhode Island by 11 on Saturday, a game the Rams were in well into the second half.

This one was easier.

"We all figured it out together as a team," Thomas said. "The coaches tell me to just play my game and just come together. If you're a team player, you're going to get your shots."

The Huskies lost by a point to that same Albany team. Washington led by as many as 18 against Seton Hall on Saturday, but were forced to overtime before winning.

Washington's last win against a top-10 team came in the 2010 NCAA tournament, when the Huskies beat No. 8 New Mexico.

Ohio State improved to 4-8 all-time against Washington, a team it hadn't played since 1972.

The Huskies came into the weekend having lost six games in a row to nonconference opponents on the road. The Huskies were 0-5 on the road against nonleague teams last season.

The game was played at a half-empty Mohegan Sun arena, which is on the grounds of a resort casino and home to the WNBA's Connecticut Sun.

Washington will be back in Connecticut next month, taking on No. 23 UConn in Hartford on Dec. 29.

Obama gets taste of Thailand at Buddhist temple

BANGKOK (AP) ? Leaving behind chants of "Obama, Obama" by adoring crowds on the streets, the president of the United States stepped into the serenity of Thailand's most famous temple compound to marvel at its centerpiece -- a gigantic, golden statue of a reclining Buddha propped up on one elbow before passing into nirvana.

The Temple of Reclining Buddha, formally known as Wat Pho, was the first stop on President Barack Obama's Asian tour that will also take him to Myanmar and Cambodia. Obama arrived at the temple, one of Bangkok's most famous tourist sites, straight from the airport after landing in Bangkok on Sunday. Visits to see the king and the Thai prime minister were saved for later.

Observing traditional custom, Obama took off his shoes as a saffron-robed monk led him and Secretary of State Hillary Clinton through the 18th century temple's stoned paved compound of multi-colored spires and chapels with hundreds of gilded Buddha images.

But the main attraction is the reclining Buddha statue that at 46 meters (150 feet) long, and 15 meters (50 feet) high, stretches half the length of a football field. The statue is made of bricks and plaster and covered in gold leaf with mother-of-pearl inlay decorating the feet.

The visit was meant to give Obama a taste of Bangkok. But one thing Obama did not get to see as he sped through Bangkok was the city's infamous traffic jams. All roads leading to Wat Pho and his other destinations were blocked and cleared of cars as part of security measures that included bomb squads and shutting the temple to the public hours in advance.

Camera-clad tourists who came to visit the temple or glimpse the American leader were initially dismayed. They were kept hundreds of meters (yards) away as his armored Cadillac pulled to a stop inside a white tent erected at the temple's entrance, which obscured him from sight.

But those who waited an hour for his temple tour to end were elated. A smiling Obama waved from the backseat of his car, which drove slowly alongside cheering crowds as he headed to a royal audience with Thailand's revered, ailing monarch, 84-year-old King Bhumibol Adulyadej.

"Yes! I saw him! And he was waving at us!" said 72-year-old American tourist Elizabeth Simon visiting Thailand with her 74-year-old sister. They were at the beach in Pattaya two hours away but rushed to Bangkok just to see him. "I'm so thrilled that he won the election. When we heard he was coming, we decided to get here."

Parts of the temple date to Thai King Rama I in the 1700s. The king's ashes are kept beneath the pedestal of one of the huge seated Buddha statues in the complex, which is located along the banks of the Chao Phraya river near the Grand Palace. It is in the quiet, historic old quarter of Bangkok, outside the skyscraper-and-traffic clogged downtown.

"It's meaningful that Obama came straight to Wat Pho," said Pradab Supradit, a 67-year-old Thai grandmother who took a bus, a river ferry and then walked up roads closed for security hoping to glimpse the man or just see his convoy. Up-tempo Lakers race to 114-102 win over Phoenix

LOS ANGELES (AP) ? Mike D'Antoni spoke to the Los Angeles Lakers before the game and then retired to the training room, getting treatment on his surgically replaced knee. After a few more words at halftime, D'Antoni went to the players' lounge to watch the second half.

Although it's not the easiest way to take charge of an NBA team, the Lakers are pretty sure their new coach was pleased by what he saw from a short distance.

Kobe Bryant had 31 points, Metta World Peace hit five 3-pointers while scoring 22 points, and the Lakers played D'Antoni's style of up-tempo basketball in a 114-102 victory over the Phoenix Suns on Friday night.

Dwight Howard had 18 points and 12 rebounds as the Lakers improved to 3-1 under interim coach Bernie Bickerstaff, who filled in because D'Antoni wasn't quite ready for sideline duty while recovering from surgery earlier this month. The Lakers don't have D'Antoni's offense figured out after just one practice, but they played with an aggression and urgency they had lacked during their early season stumbles.

The result was more than Phoenix could handle.

"That really is his offense, for us to kind of read each other and react to each other, kind of go out there and play on the fly," Bryant said. "He has certain things that he wants to put in that gives us some framework to try to get some easy opportunities, but for the most part, he wants us to go out there and play."

Even though it happened against the defensively questionable Suns, the Lakers quickly lived up to D'Antoni's bold Thursday prediction about their offensive capabilities: "If we're not scoring 110, 115 points, we need to talk."

Los Angeles took charge of an entertaining game with a 17-2 run spanning the final two quarters led by Bryant and Jordan Hill. The Lakers surpassed 100 points with 9:26 to play on a three-point play by Howard, who is widely expected to thrive in a pick-and-roll offense.

While World Peace relished his 3-point attempts, Pau Gasol scored 12 points on a series of spot-up jumpers in the first quarter before finishing with 16 points and 10 rebounds.

"Not as many post-ups," Gasol said in describing the offense. "More transition and quicker shots, I guess. Also against a team that plays that pace, it helps your offense, let's say. ... We played pretty simple basketball and just played off each other."

D'Antoni is still on crutches after surgery earlier this month, but he's expected to debut on the Lakers' bench Sunday night against Houston. Bickerstaff pledged to run elements of the new coach's offensive sets against the Suns, who still follow many of D'Antoni's tenets under coach Alvin Gentry.

The night was a pleasure for Bickerstaff, who joined fired coach Mike Brown's staff in September and then agreed to preside over the transition period.

The veteran coach's .750 winning percentage with the Lakers "will get me a Popsicle," Bickerstaff said.

"I (think) it would be a footnote, and it would be something that's in history that maybe my grandkids can talk about," added Bickerstaff, who hasn't said whether D'Antoni will keep him around. "It's all fun, and that's what life is about. Don't take yourself too seriously, and enjoy the ride."

Goran Dragic scored 22 points for the Suns, who have lost three of four.

Luis Scola scored 18 points, while Michael Beasley added 14 points and a career-high nine assists. The game is Phoenix's only road contest in a six-game stretch through Thanksgiving, but the Suns must rush home to face defending champion Miami on Saturday night.

"That team is in another area as to where we are and where we're trying to get to," Gentry said. "They've got much bigger fish to fry, and we've got to get ourselves to the point where we become significant again. And the only way to do that is to be consistent."

Steve Nash missed his seventh straight game for the Lakers with a small fracture in his left leg, keeping him out of his first potential matchup with the franchise with which he spent the past eight seasons, winning two NBA MVP awards and reaching two Western Conference finals with D'Antoni on the bench.

Petraeus treks to Capitol for Benghazi questioning

WASHINGTON (AP) ? David Petraeus, in his first congressional testimony since resigning as CIA director over an extramarital affair, began fielding questions Friday from lawmakers about the Sept. 11 attack on the U.S. Consulate in Libya.

Petraeus is under investigation by the agency for possible wrongdoing, though that's not the subject of the closed-door hearings before the House and Senate intelligence committees. The attack in Benghazi, which killed the U.S. ambassador and three other Americans, created a political firestorm; Republicans claim the White House misled the public on what led to the violence.

Lawmakers spent hours Thursday interviewing top intelligence and national security officials in trying to determine what intelligence agencies knew before, during and after the attack. They viewed security video from the consulate and surveillance footage by an unarmed CIA Predator drone that showed events in real time.

Petraeus started with the House committee, which met in a secure room several floors below the main area of the Capitol Visitors Center where tourists gather when they are visiting Congress.

"Director Petraeus went to Tripoli and interviewed many of the people involved," said the head of the Senate committee, California Democrat Dianne Feinstein.

Added Rep. Adam Schiff, D-Calif.: ""I'd like to get his sense of why it took as long as it did to get more accurate assessments of what took place in Benghazi."

As for Petraeus testifying after his resignation amid a sex scandal, Schiff said, "He's a tough individual and I am sure he will handle it to the best of his ability."

Petraeus has acknowledged an affair with a woman later identified as his biographer, Paula Broadwell. The FBI began investigating the matter last summer but didn't notify the White House or Congress until after the election.

In the course of investigating the Petraeus affair, the FBI uncovered suggestive emails between Afghanistan war chief Gen. John Allen and Florida socialite Jill Kelley, both of them married. President Barack Obama has put a promotion nomination for Allen on hold.

National security officials trudged to Capitol Hill on Thursday to grapple with fallout from the sex scandal as Defense Secretary Leon Panetta asked service chiefs to review ethics training for military officers.

Lawmakers went forward with a hearing on the nomination of Gen. Joseph Dunford to replace Allen in Afghanistan. But with Allen's own future uncertain, they put off consideration of his promotion to U.S. European Command chief and NATO supreme allied commander. Allen had initially been scheduled to testify.

Administration officials met privately with lawmakers for a third straight day to explain how the Petraeus investigation was handled and explore its national security implications. Among those appearing before the House committee were Director of National Intelligence James Clapper and acting CIA Director Michael Morell.

Rep. Dutch Ruppersberger of Maryland, the committee's top Democrat, said after the hearing that he was satisfied that the FBI had behaved properly in not notifying the White House or lawmakers about the inquiry sooner, in keeping with post-Watergate rules set up to prevent interference in criminal investigations.

The CIA on Thursday opened an exploratory investigation into Petraeus' conduct. The inquiry "doesn't presuppose any particular outcome," said CIA spokesman Preston Golson. At the same time, Army officials say that, at this point, there is no appetite for recalling Petraeus to active duty to pursue any adultery charges against him.

Petraeus, in his first media interview since he resigned, told CNN that he had never given classified information to Broadwell. She has said she didn't receive such material from Petraeus.

But the FBI found a substantial number of classified documents on Broadwell's computer and in her home, according to a law enforcement official, and is investigating how she got them. That official spoke only on condition of anonymity because the official was not authorized to speak publicly about the case. The Army has now suspended her security clearance.

House bill to 'name and shame' Russian human rights violators

WASHINGTON (Reuters) - The U.S. House of Representatives voted overwhelmingly on Friday to "name and shame" Russian human rights violators as part of a broader bill to drop Cold War-era trade restrictions, brushing off warnings from Moscow that the move would damage relations.

The House voted 365-43 to approve the legislation, which takes a jab at the policies of Russian President Vladimir Putin while ensuring U.S. companies get the full benefits of Russia's entry into the World Trade Organization on August 22.

"Since Vladimir Putin was re-elected president in May 2012, his government has taken a harsh and confrontational approach to ongoing protests, cracking down on the Russian people's growing discontent with corruption and creeping authoritarianism," said Representative Jim McGovern, a Democrat.

The bill, which still needs Senate approval, would establish "permanent normal trade relations," or PNTR, with Russia.

In a provision that infuriates Moscow, the bill would direct President Barack Obama to publish the names of Russians believed involved in the abuse and death of Sergei Magnitsky, a Russian anti-corruption lawyer who died in a Russian jail in 2009.

It also would require the United States to deny visas and freeze the assets of any individual on the list, as well as other human rights violators in Russia on an ongoing basis.

Russian opposition leader Boris Nemtsov was in Washington to witness the vote, which came on the third anniversary of Magnitsky's death.

House Foreign Affairs Committee Chairman Ileana Ros-Lehtinen, a Republican, said in statement that Nemtsov told her that Putin had made stopping the legislation his utmost priority because it threatened to ensnare those closest to the Russian leader.

Without PNTR, Russia could deny U.S. exporters some of the market-opening benefits others will enjoy due to Russia's WTO entry. The United States also could not use the WTO dispute-settlement system to challenge Russian actions without PNTR.

U.S. business groups believe PNTR could help them double or triple exports to the world's ninth-largest economy.

"With our high unemployment, we cannot afford to pass up any opportunity to increase our exports and create jobs," said House Ways and Committee Chairman Dave Camp, a Republican.

U.S. Trade Representative Ron Kirk called the vote an important step toward making sure U.S. companies receive all the benefits of Russia's WTO membership and are not left at a competitive disadvantage to other suppliers.

"We look forward to action from the Senate that will send a bill to the president," Kirk said.

Obama is expected to sign the bill if it reaches his desk, even though the White House initially pressed for PNTR legislation without the human rights sanctions provisions.

'PROVOCATIVE INSULT'

The Russian Foreign Ministry called House approval of the legislation "an aggressively unfriendly, provocative insult" and said "measures in response will certainly follow.

It urged Obama not to sign the bill, saying: "We hope the American executive authorities understand the pernicious consequences to which the legislative actions of ill-wishers and opponents of our bilateral interaction may lead."

Deputy Foreign Minister Sergei Ryabkov said earlier on Friday that Russia has already prepared its next steps but gave no details. Other Russian officials have indicated that Moscow would retaliate by imposing sanctions on U.S. officials it accused of violating Russian citizens' rights.

They would be likely to include officials involved in refusing a Russian request for the extradition of a convicted arms trader, Viktor Bout, serving a 25-year prison term in the United States.

Some Senate supporters of the bill are pressing for a broader version that would allow the United States to impose sanctions on human rights violators anywhere. Senate approval is expected, but no date is set yet for action.

"I will continue to work in the Senate to get PNTR across the finish line and onto the president's desk by the end of the year," said Senate Finance Committee Chairman Max Baucus, a Democrat.

Both the House bill and a similar one pending in the Senate would allow the White House to keep secret the names of some individuals on the Magnitsky list if the president determined that was in the national security interest of the United States.

Magnitsky was jailed in 2008 on suspicion of tax evasion and fraud, charges colleagues say were fabricated by Russian police investigators he had accused of stealing $230 million from the state through fraudulent tax refunds. The Kremlin's own human rights council has said he was probably beaten to death.

U.S. farm and business groups welcomed the House vote, but would have preferred a bill focused solely on trade.

They have been in a vulnerable position in the Russian market since Russia's entry into the WTO in August because of a U.S. Cold War-era provision called the Jackson-Vanik amendment that is contrary to global trade rules.

The nearly 40-year-old measure tied the most favorable U.S. tariff rates to emigration rights for Jews in the former Soviet Union. WTO rules require normal trade relations on an unconditional basis.

The House bill would lift the Jackson-Vanik amendment for both Russia and Moldova, another former Soviet republic that has been in the WTO for years.

Obama to press Myanmar leaders on ethnic violence

WASHINGTON (Reuters) - President Barack Obama will press Myanmar leaders during an upcoming trip to restore calm to the western part of their country and bring instigators of ethnic violence there to justice, White House officials said on Thursday.

Obama leaves on Saturday for a trip to Asia that will include a historic stop in Myanmar, a former pariah state.

Some human rights workers object to the trip, saying the president is rewarding the country too soon for its still fragile democratic reforms.

Obama aides said the trip to the country, also known as Burma, was meant to lock in reforms and encourage more, while serving as an example to countries such as North Korea that the United States would engage with former foes if they reform.

But ethnic violence remains a top U.S. concern. Tom Donilon, Obama's national security adviser, said the Myanmar government had taken constructive steps in restoring calm to areas of violence, allowing humanitarian access, and pledging to bring perpetrators to justice.

"They need to follow through on each of these," Donilon said during a speech in Washington, noting that U.S. diplomats had been working closely with the government on how to proceed to ensure the safety of people in Rakhine State along Myanmar's western border.

"I expect the president will address this directly with the leadership of Burma as well when he's there," he said.

Muslim Rohingya have lived for generations in Rakhine State on the coastline of western Myanmar. But Buddhist Rakhines and other Burmese view them as illegal immigrants from neighboring Bangladesh who deserve neither rights nor sympathy. Last month, a week of sectarian violence claimed 89 lives, according to the official count.

White House officials noted the Rohingya had suffered from the ethnic violence.

"The president will be addressing the broad context of ethnic reconciliation and national reconciliation within Burma. Specifically, I think what we'd like to see is continued work to stabilize the situation, but also to bring down the temperature and reduce the tensions," deputy national security adviser Ben Rhodes told reporters in a conference call.

Samantha Power, a top human rights adviser to Obama, said the text of the president's speech at a university in Myanmar on Monday was still being completed, but added the president would discuss the Rohingya in some form during his visit.

"Ultimately, the legal status of the Rohingya of course in this country as well as in the region needs to be resolved," she said. "And so that is something that we will engage them on I'm sure certainly privately and in some form publicly."

Despite its concerns about ethnic violence, the White House sees Myanmar as a success story of Obama's policy of reaching out to U.S. enemies. Donilon said North Korea could also reap the economic benefits of better U.S. relations if it gave up its nuclear ambitions and followed Myanmar's reform-minded lead.

"It's an important example for them to contemplate," he said. "The example of a country, totally isolated for many years, obviously, under extreme sanctions from the United States making a determination ... to go a different way."

Hundreds of Hostess Brands employees in Washington lost their jobs this year as the company fought with unions. Now the company says it will liquidate its assets nationwide.

The company announced it would close its Seattle bakery on Monday, but at least 250 employees have lost their jobs statewide between May and when the company filed a motion for bankruptcy Friday.

In May, Hostess said 111 employees in Seattle, 17 in Kent, and 56 in Pierce County were subject to layoffs. The company also had employees in Everett, Bellingham, Bremerton, Tumwater, Longview, Moses Lake, Yakima and Spokane.

The site of the Seattle bakery that Hostess Brands closed Monday likely won't be abandoned for long. The 1-acre South Lake Union property, located at Dexter Avenue North and Republican Street, is valued at $7.8 million by a county assessor, but it could be worth even more.

Across the street is a slightly smaller property Vulcan Real Estate offered to the city this week in exchange for the right to construct taller buildings near South Lake Union ? a property reportedly worth $10 million to $12 million.

Zoning limits the building height on the Hostess property to 85 feet, but a proposed South Lake Union rezone would increase that to 160 feet for commercial buildings and 240 feet for residential towers.

Meanwhile, consumers Friday loaded up shopping carts with Twinkies, Donettes and cupcakes. At a Hostess outlet store in South Everett, Miles Graydon, 29, of Marysville told The (Everett) Herald he planned to sell Hostess goods on the Internet to make extra money for Christmas.

"You've now become too valuable to eat," he told a stack of Twinkie boxes.

'India can become the third largest polymer consumer in the world'

According to the CEO of the Indian Plastic Foundation, Bipin Shah, the country's polymer consumption is set to reach 10 million tons in 2012, and if the sector is maintained and not influenced, "can become the third largest polymer consumer in the world."

In addition, Shah says India is also planning to invest 36 million dollars to establish upper stream polymer sectors to meet the continuous increasing demand of plastic processing industry.

"The Indian Plastics Foundation are also intending to establish academic centers in Dungara and Gujarat areas in order to provide specific education and training for employees," he adds.

A recent study by market researcher Assocham,?reveals India?s packaging industry to be growing at an annual rate of more than 15 per cent, driven by a high demand for cosmetics amongst other goods.?

While investment and business research agency Aranca, places the global packaging industry at USD $15.6 billion, the Indian economy growing at an annual rate of nine percent,?and that of?the plastics industry reaching 15 percent.

?A call for more investment?

Assocham notes key drivers of growth in?India as being an increase in disposable income, and rising consumer awareness which is?providing multinational giants with more opportunities.

?The packaging sector holds great opportunities for large players, however, there are challenges due to lack of regularity clarity arising from multiple legislations that define the sector.?

The market researcher further highlighted?the?need to meet more stringent packaging norms laid down by the entry of global players and rising consumer awareness on what is?sustainable,?as creating a shift towards more green materials for packaging.??

?This will call for more investments in the research and development areas.?

Polymer trends

According to a recent market research report from the Freedonia Group, polymers used in a variety of packaging and?as natural ingredients in applications, particularly those used in anti-aging formulations, are helping to drive the global market.

"Natural polymers are playing an increasingly important role in the formulation of cosmetics, including gums and starches such as hyaluronic acid, as well as protein-based polymers such as collagen ? with collagen and hyaluronic acid both becoming leading ingredients in the fast growing anti-aging category."
