Mystery surrounding the harnessing of fusion energy unlocked

Jan. 30, 2013 ? The research of a multi-institutional team from the U.S., Japan, and France, led by Predrag S. Krstic of the Joint Institute for Computational Sciences and Jean Paul Allain of Purdue University has answered the question of how the behavior of plasma -- the extremely hot gases of nuclear fusion -- can be controlled with ultra-thin lithium films on graphite walls lining thermonuclear magnetic fusion devices.

"It is remarkable that seemingly insignificant lithium depositions can profoundly influence the behavior of something as powerful as fusion plasmas," Krstic said.

Krstic and his team explain their research in a paper titled "Deuterium Uptake in Magnetic Fusion Devices with Lithium Conditioned Carbon Walls," recently accepted for publication in Physical Review Letters.

"How lithium coatings on graphite surfaces control plasma behavior has largely remained a mystery until our team was able to combine predictions from quantum-mechanical supercomputer simulations on the Kraken and Jaguar systems at Oak Ridge National Laboratory and in situ experimental results from the Purdue group to explain the causes of the delicate tunability of plasma behavior by a complex lithiated graphitic system," Krstic said. "Surprisingly, we find that the presence of oxygen in the surface plays the key role in the bonding of deuterium, while lithium's main role is to bring the oxygen to the surface. Deuterium atoms preferentially bind with oxygen and carbon-oxygen when there is a comparable amount of oxygen to lithium at the surface. That finding well matches a number of controversial experimental results obtained within the last decade."

The performance demands on plasma-facing components and the other materials that would surround future fusion power reactors is one of the reasons the U.S. National Academy of Engineering has ranked the quest for fusion as one of the top grand challenges for engineering in the 21st Century. Harnessing energy from thermonuclear magnetic fusion has been challenged in part by the extreme environment of hot and dense plasma interacting with the boundary fusion reactor walls. The strong coupling between the plasma edge and the wall surface, which causes erosion of the wall material, retention of radioactive tritium, and pollution of the plasma, has been hampered by a lack of fundamental understanding of what takes place at the interface where the plasma and solid material meet.

Recent research in which lithium coatings have been deposited on a variety of metallic and graphitic surfaces has provided evidence that plasma strongly responds on the deposited films. In fact, the use of ultra-thin coatings of lithium on graphite has resulted in an unprecedented influence on plasma behavior, including control of hydrogen recycling -- one of the most important issues in the construction of future magnetic fusion-energy devices -- and extraordinary improvements in energy confinement.

The study of the lithium coatings also impacts many areas beyond magnetic fusion, including nanoelectronics, lithium batteries, computational materials science, bioengineering and biophysics, plasma physics, and theoretical physics and chemistry.

"This work can lead to improvement of the hydrogen-recycling properties of the fusion materials facing plasma, as well as advancements in other areas," Krstic said. "We hope that our finding will inspire future theoretical and experimental work in diverse applications not only with lithium coatings on various materials but also with combinations of other types of materials that are potentially good 'oxygen-getters' -- for example elements of the first two groups of the periodic system."

MCain hammers Hagel on Iraq troop surge

Republican Sen. John McCain angrily dismissed defense secretary nominee Chuck Hagel as stubbornly camped ?on the wrong side? of history when it comes to Iraq, and he openly doubted whether he could support the confirmation of his former comrade and fellow Republican. The heated exchange between the two men, both decorated Vietnam War veterans, was the most notable in a series of testy verbal duels as Hagel faced some of his fiercest critics in the Senate.

McCain welcomed the former senator by saying he was ?pleased to see an old friend? before the Senate Armed Services Committee, but he immediately ripped into ?the quality of your professional judgment.? (Politico?s David Chalian noted on Twitter that the Arizona lawmaker?s tone suggested that ?old friend? really meant ?ex-friend.?)

McCain, a champion of the troop surge in Iraq, hammered Hagel over his opposition to that escalation of the war and demanded Hagel admit that he was wrong to warn it could turn out to be a Vietnam-level debacle. After labeling Hagel?s concerns ?bizarre? and ?nonsense,? McCain demanded to know whether the nominee stood by his criticisms and asked, ?Were you right or wrong about the surge??

?I stand by 'em because I made 'em,? Hagel replied. ?I would defer to the judgment of history.?

As Hagel offered to ?explain? his remarks, McCain cut him off. ?I want to know whether you were right or wrong. That?s a direct question; I expect a direct answer.?

?The surge assisted in the objective,? Hagel said. ?But if we review the record a little bit ..."

?Will you please answer the question?? McCain jumped in. ?Were you correct or incorrect when you said that the surge would be the most dangerous foreign policy blunder in this country since Vietnam? Were you correct or incorrect? Yes or no?

?Were you right or wrong? That?s a pretty straightforward question,? McCain said.

?I?m not going to give you a yes or no answer,? Hagel said. ?If you would like me to explain why ...?

?No, I actually would like an answer, yes or no,? McCain said, cutting him off.

?I?ll defer that judgment to history,? Hagel repeated. But he added that his Vietnam comments referred to ?the overall war of choice, going into Iraq? and he called the March 2003 invasion ?the most fundamentally bad, dangerous decision since Vietnam.?

?History has already made a judgment about the surge, sir, and you?re on the wrong side of it,? McCain said. ?And your refusal to answer whether you were right or wrong about it is going to have an impact on my judgment as to whether to vote for your confirmation or not.?

?I hope you will reconsider,? McCain said.

Both McCain and Hagel voted in favor of going to war in Iraq, but Hagel later turned sharply against the conflict, often echoing then-Sen. Barack Obama's accusation that the invasion diverted resources from Afghanistan.

Earlier, Hagel pleaded with senators not to judge him based on controversial past remarks?like his warning against the ?Jewish lobby??or on single votes he cast during his Senate career.

?No one individual vote, no one individual quote, no one individual statement defines me, my beliefs, or my record,? Hagel said in his opening remarks.

The former senator from Nebraska faces fierce opposition from some Republicans who say he would undermine America?s national security ties to Israel and does not take the threat posed by Iran?s nuclear program seriously enough. Hagel is expected to be confirmed?but not without a fight.

Republican Senate Minority Leader Mitch McConnell told Yahoo News in an exclusive interview on Wednesday that he disagreed with Hagel on a range of issues, but he called Hagel a ?smart, capable guy? who deserves a full hearing. And even some of Hagel's most forceful opponents, like Republican Sen. John Cornyn of Texas, have to date stopped short of vowing to filibuster his nomination.

Sen. Jim Inhofe of Oklahoma, the top Republican on the committee, charged that Hagel would promote "a worldview that is predicated on appeasing our adversaries while shunning our friends" and bluntly called him "the wrong person to lead the Pentagon at this perilous and consequential time."

In his remarks, Hagel took aim directly at some of his critics?and sought to reassure lawmakers who might be on the fence.

?I will ensure our friend and ally Israel maintains its Qualitative Military Edge in the region and will continue to support systems like Iron Dome, which is today saving Israeli lives from terrorists' rocket attacks,? he said.

"I am fully committed to the president?s goal of preventing Iran from obtaining a nuclear weapon, and?as I?ve said in the past, many times?all options must be on the table to achieve that goal," he said, using diplomatic language that refers to the use of military force. "My policy has always been the same as the president?s?one of prevention, and not one of containment?and the president has made clear that is the policy of our government."

Hagel's years in the Senate haven't endeared him to many Republican lawmakers still smarting over his outspoken criticism of the Iraq war even after he voted to authorize the U.S. invasion. Hagel's position on the war sealed his reputation as a party outsider and led him to lend tacit support to President Barack Obama during the 2008 presidential campaign.

Hagel has been criticized for opposing unilateral U.S. sanctions against Iran in the past?a position he now embraces?and calling for direct talks between Tehran and Washington without preconditions. He has also raised questions about his support for Israel and at one point criticized the "Jewish lobby? as having too much clout in Washington.

"Like each of you, I have a record. A record I am proud of, not because of any accomplishments I may have achieved or an absence of mistakes, but rather because I?ve tried to build that record by living my life and fulfilling my responsibilities as honestly as I knew how and with hard work," the former senator said.

"My overall worldview has never changed: that America has and must maintain the strongest military in the world; that we must lead the international community to confront threats and challenges together; and that we must use all tools of American power to protect our citizens and our interests. I believe, and always have, that America must engage?not retreat?in the world. My record is consistent on these points."

Hagel, who earned two Purple Hearts in Vietnam and still carries shrapnel in his chest, would be the first former enlisted soldier to head the Pentagon.

He was introduced by two retired senators with long careers on the committee: Democrat Sam Nunn of Georgia and Republican John Warner of Virginia. After a lengthy opening tribute, Warner got laughs from the room when he turned to Hagel and declared: "You're on your own. Good luck!"

Boston-based uTest just announced a new product, Applause. It?s a mobile app analytics service that has two key advantages. It works across Apple?s App Store and Google Play and it gives an easy-to-understand score, reminiscent of other scoring services such as social influence startup Klout.

At the core of Applause, the new service will gather reviews for a single app available on both iOS and Android. Developers will then get a review stream, a tag cloud of the most common used words, a rating breakdown, a chronological evolution, and finally the 0-100 Applause score.

For example, Yelp currently has a 78 Applause score, Spotify 77. But a score without any comparison point is worthless. That?s why developers will be able to see how their apps stacks up against competitors or an earlier version of their own apps. Each app gets an individual score breakdown across ten different attributes, including content, elegance, pricing or usability.

Cross-platform compatibility is a key advantage compared to other mobile app analytics products. uTest claims to index more than 50 million app reviews across 1.1 million iOS and Android apps. The platform has a lot of catching up to do, with Apple offering over 775,000 apps and the Google Play store nearly matching it with over 700,000 apps.

As the traditional five-star ratings is often skewed towards five-star or one-star reviews, Applause provides another metric based on the actual written reviews. For now, the service appears to be free. It should tell developers what they should work on for the next version.

REPORT FROM KAUAI COUNTY ? Mayor Bernard Carvalho, Jr. today announced the appointment of Steven A. Hunt as the county?s new director of finance.

Hunt will leave his current post as real property review officer and assume his new position on Feb. 1.

?Since he started with the county eight years ago, Steve has done an excellent job in the positions he?s held as real property review officer and chief appraiser,? said Mayor Carvalho. ?With his years of public service and wealth of experience in the private sector, I believe that Steve is the right person to assume the lead of the Department of Finance.?

Prior to joining the county, Hunt worked for Bank of Hawai'i as an assistant vice president for private client services. He also owned a real estate appraisal company, Island Appraisal Co., LLC.

?I?m excited about taking on new challenges and welcome the opportunity Mayor Carvalho has extended me. With just a few short weeks before the county?s budget submittal, I?m ready to roll up my sleeves and get to work alongside the rest of the Finance and Budget team,? said Hunt.

Hunt earned a bachelor?s degree in marketing from the University of Washington and a master?s degree in business administration from the College of William and Mary in Virginia.

Raised on the south shore, he is a product of K?loa Elementary School and Kaua'i High School.

Hunt currently resides in L?hu'e with his wife Lauren (LaMadrid) and their two children, Conor and Mason.

During his spare time, Hunt serves as a volunteer for several organizations including: Island School, treasurer; Po'ip? Beach Estates Homeowner?s Association, treasurer; Hawai'i Youth Soccer Association, coach; and Kiahuna Futsal, coach.

Ark. gov. announces $1.1 billion steel mill plan

LITTLE ROCK, Ark. (AP) ? Gov. Mike Beebe on Tuesday unveiled Arkansas' largest ever economic development project, saying investors were poised to build a $1.1 billion steel mill along the Mississippi River if legislators approve startup funding.

Big River Steel LLC, to be located near Osceola, would employ 525 people with an average salary of $75,000 ? twice the state average. Beebe said for the project to go forward, the Legislature must authorize $125 million in incentives and the plant must meet regulatory approval.

"It is an event that's going to bring the struggling Delta community out of the doldrums," Osceola Mayor Dickie Kennemore said.

The mill will turn Mississippi County into one of the nation's largest steel producers, Beebe said. Nucor Corp. already operates a mill at Blytheville, making steel from scrap metal. Since it opened in 1988, Mississippi County has seen its unemployment rate cut in half.

"This could do exactly the same thing again and then some," Beebe said at a news conference unveiling the plant.

The plant site is about 40 miles north of Memphis, Tenn., along the Mississippi River, a railroad line and Interstate 55. A major intermodal hub is at Marion, 30 miles away, where goods can be transported by barge, train or truck.

"Arkansas geographic location in the heart of the markets we intend to serve, the state's well-developed transportation infrastructure as well as the availability of reliable electrical power and the 'can do attitude' of the government officials in Little Rock, Mississippi County and Osceola make Arkansas a great place for Big River Steel to make its investment," Big River Steel CEO John Correnti said in a statement.

The plant will make steel for auto, oil and gas and electrical energy industries.

Correnti, a former Nucor executive, has had success developing steel operations in Mississippi but some of his other projects have failed. He backed a $650 million Severstal steel mill that opened in 2007 in Lowndes County, Miss. A separate silicon plant in the county lapsed when funding couldn't be arranged.

He also announced in 2008 plans for a $175 million steel rebar project at Amory, Miss. With the promise of an 80,000-square-foot facility along the Tennessee-Tombigbee River and the creation of 200 jobs. But after a celebratory groundbreaking, the project fizzled.

In Ontario, Ohio, Correnti and others promised a $275 million silicon plant that was never built, and in Stanly County, N.C., Correnti and others promoted a $300 million silicon project and 450 new jobs. After local officials bickered over the project, the deal was taken off the table in December 2011.

Arkansas voters in 2004 gave legislators authority to borrow money for economic development after narrowly missing out on a Toyota truck plant that was eventually built in San Antonio. Arkansas was also an also-ran in 2007, when Toyota opted to build a Highlander SUV plant in Tupelo, Miss.

Arkansas Economic Development Director Grant Tennille said another state is poised to take Big River Steel if Arkansas legislators don't approve a funding plan.

Mississippi County Economic Development Director Clif Chitwood said the county put up $12 million and Osceola contributed $2 million to buy land and develop utilities for the site. The most significant infrastructure need is a 20-mile gas pipeline that will run to the site from near Dell.

The state is making available a sales tax rebate for equipment and machinery purchases, a 4 percent income tax credit for new jobs for five years, $10 million in training funds, a sales tax exemption on utilities and a separate equipment tax credit.

The utility tax break includes natural gas, of which the plant will be a significant user.

The $10 million for training includes $5 million each from Beebe's Quick Action Closing Fund and from the state Department of Workforce Services.

Susan Archer Dead: Shelter Cove Woman Swept To Sea By 'Sneaker Wave'

EUREKA, Calif. ? A woman was swept out to sea by a large wave and drowned on a Northern California beach Sunday in the third such tragedy in the region this winter, authorities said.

Humboldt County Coroner David Parris identified the victim as Susan Archer, 32, of Shelter Cove, about 90 miles south of Eureka.

Archer was walking on a rocky beach near her home with her boyfriend and dog when the wave pulled her into the ocean, Parris said.

Her body was brought to shore after a roughly 45-minute search by boat and helicopter. Attempts to revive her with CPR didn't work, he said.

Archer's boyfriend was hurt when he was thrown against the shoreline rocks, but he was not swept up by the wave, officials said. Her dog was pulled into the water but was able to swim back to shore.

Authorities are warning beach-goers to stay away from the water's edge and watch out for "sneaker waves" that can suddenly roar ashore.

"The entire shoreline of Northern California is very dangerous at this time of year," Parris said. "These waves can sneak up on you so quickly that you don't have the ability to swim or recover."

The tragedy is the region's third such mishap in the past few months.

On New Year's Day, a man and his wife were walking on the beach near Point Reyes when a wave overtook their dog. The couple went into the water to rescue the dog and the man was swept away. His wife and dog made it safely to shore.

In November, a couple drowned and their 16-year-old son disappeared while trying to save their dog at a beach near Arcata. The dog was chasing a thrown stick when it got pulled into the ocean by 8- to 10-foot waves.

Morocco failed to secure a way through to the quarter-finals of the African cup of nations after a draw match against the host South Africa 2-2 in Durban on Sunday.

A late equalizer for South Africa?s Bafana Bafana and a victory for Cap Verde over Angola 2-1 evaporated every hope left for Taoussi?s squad to move forward in the tournament.

The Moroccans were the first to take the lead by Issam Adoua?s header which was deliverd from the corner by Abdelaziz Bararada and dropped in off the South African crossbar in the 10th minute.

The goal kept alive the hopes of Morocco to progress in the competition as it continued the pressure over the host with brilliant chances to extend the lead. The Moroccans? efforts lacked efficiency and concentration.

Kamal Shafni missed another opportunity when he failed to translate a one-on-one situation with the South African keeper into a decisive goal just before halftime.

South Africa managed to look differently in the second half and play with more enterprise with two free kicks from Thuso Phala testing Nadir Lamyaghri.

The South African persistence yielded a goal in the 71st minute by May Mahlango the things that reshuffled all the Moroccan cards once again and put it inside a labyrinth of complicated maths.

Morocco had to switch tactics to avoid a quick disqualification by shifting momentum and throwing more players forward. The efforts were rewarded when Abdelilah Hafidi scored just eight minutes before the end of the match.

The Moroccans failed to hold the lead when Sangweni of South Africa found himself clear in front of Nadir Elmyaghri to curl the ball between two defenders in the 86th minute.

In spite of the equalizer, Moroccans still believed in qualification until the last minutes of the extra time when Cap Verde succeeded to score in front of Angola 2-1 and abort every left hope.

(AP) ? Barbara Walters would probably like to hit the reset button on 2013.

She's got the chickenpox and remains hospitalized more than a week after going in after falling and hitting her head at a pre-inaugural party in Washington on Jan. 19. A fellow host on the "The View," Whoopi Goldberg, said Monday that Walters has been transferred to a New York hospital and hopes to go home soon.

"She's been told to rest. She's not allowed any visitors," Goldberg said. "And we're telling you, Barbara, no scratching!"

The 83-year-old news veteran, who underwent heart surgery in May 2010, apparently avoided a disease that hits most people when they are children. It can be serious in older people because of the possibility of complications like pneumonia.

Even after concern about her fall had subsided, Walters had been kept hospitalized last week because of a lingering fever, and doctors found the unexpected cause.

"We love you, we miss you," Goldberg said on "The View," in a message to the show's inventor. "We just don't want to hug you."

After having been aware of physical, emotional, and sexual violence towards women, especially ones from the LGBTQ community, Vita Ng was inspired to create a Fitness + Self-Defense program called Solirea. Named after three women under whom Vita trained in women?s self defense (Sokha,?Lindai, and Aurea), Solirea is a program that encourages women to be more self-confident and empowered. Of all things, Solirea?s mission is to encourage Q-Wavers to be confident & comfortable with who they are and not be afraid to stand up for themselves and knowing when to say, ?No!?

Scandal-hit Monte Paschi seeks new investor to revive bank

MILAN (Reuters) - Italian bank Monte dei Paschi di Siena is seeking a financial investor to help revive the ailing lender and will remove a current cap on voting rights to help raise 1 billion euros ($1.3 billion), its chairman said.

"I would like to have a long-term financial investor," Alessandro Profumo told Italian business daily Il Sole 24 Ore in an interview published on Sunday. "Nationality is not a problem. The important thing is that it believes in our project".

Late on Saturday the Bank of Italy gave its approval to Monte Paschi's request for 3.9 billion euros ($5.3 billion) of state loans, which Profumo said would be issued by February.

The central bank's backing was the final stage required to free up the financial help for Italy's third-biggest lender, which this week revealed loss-making derivatives trades that could cost it about 720 million euros.

In October, investors cleared a 1 billion euro share issue as part of its business plan, which Profumo said would be launched by the end of 2015.

Shareholders in the world's oldest bank on Friday approved two additional capital boosting measures for a combined 6.5 billion euros to be used in case the bank is not able to pay back the loans and interest with cash.

Profumo said he was confident the bank would generate enough cash to pay back the state bailout over the next five years and may not need to turn to investors to raise the 6.5 billion euros, which he described "theoretical" guarantees.

"We believe in this. The objective is to return to profits already during the course of this year," he said.

The bank will remove its current 4 percent cap to voting rights before launching the 1 billion euro cash call, he added. The move would encourage investors who could end up with more than 4 percent stakes to participate.

The scandal around opaque Monte Paschi trades is widening fast and Italian media have reported that public prosecutors are investigating a large number of derivatives contracts.

The issue has shot to the centre of the campaign for next month's national election and has prompted questions about how the deals, which were conducted between 2006 and 2009 and involved Japanese bank Nomura and Deutsche Bank, could have been hidden from regulators.

Monte Paschi was already under investigation over its 9 billion euro cash acquisition of smaller lender Antonveneta from Spain's Santander in 2007.

In an interview with La Repubblica daily on Sunday, Monte Paschi Chief Executive Fabrizio Viola said he had no evidence at this time that any crime had been committed, but the bank would not hesitate to protect its interests by taking legal action should any crime be ascertained by judges. (AP) ? Ashton Kutcher says playing Steve Jobs on screen "was honestly one of the most terrifying things I've ever tried to do in my life."

The 34-year-old actor helped premiere the biopic "jOBS" Friday, which was the closing-night film at the Sundance Film Festival.

Kutcher plays the Apple Inc. founder from the company's humble origins in the 1970s until the launch of the first iPod in 2001. A digital entrepreneur himself, Kutcher said he considers Jobs a personal hero.

"He's a guy who failed and got back on the horse," Kutcher said. "I think we can all sort of relate to that at some point in life."

Kutcher even embodied the Jobs character as he pursued his own high-tech interests off-screen.

"What was nice was when I was preparing for the character, I could still work on product development for technology companies, and I would sort of stay in character, in the mode of the character," he said. "But I didn't feel like I was compromising the work on the film by working on technology stuff because it was pretty much in the same field."

But playing the real-life tech icon who died in 2011 still felt risky, he said, because "he's fresh in our minds."

"It was kind of like throwing myself into this gauntlet of, I know, massive amounts of criticism because somebody's going to go 'well, it wasn't exactly...,'" Kutcher said.

While the filmmakers say they tried to be as historically accurate as possible, there was also a disclaimer at the very end of the credits that said portions of the film might not be completely accurate.

Still, realism was always the focus for Kutcher, who watched "hundreds of hours of footage," listened to Jobs' past speeches and interviewed several of his friends to prepare for the role.

The actor even adopted the entrepreneur's "fruitarian diet," which he said "can lead to some serious issues."

"I ended up in the hospital two days before we started shooting the movie," he said. "I was like doubled over in pain, and my pancreas levels were completely out of whack, which was completely terrifying, considering everything."

Jobs died of complications from pancreatic cancer.

Still, Kutcher was up to the challenge of playing Jobs, in part because of his admiration for the man who created the Macintosh computer and the iPod.

"I admire this man so much and what he's done. I admire the way he built things," Kutcher said. "This guy created a tool that we use every day in our life, and he believed in it when nobody else did."

The film also shows Jobs' less appealing side, withholding stock options from some of the company's original employees and denying child support to the mother of his eldest child.

Kutcher still found the man inspiring. Jobs had a singular focus, Kutcher said, and felt like anyone could change the world.

"I don't know if there's ever been an entrepreneur who's had more compassion and care for his consumer than Steve Jobs," Kutcher said. "He wanted to put something in your hand that you could use and you could use it easily... and he really cared about that."

Senator Feinstein's assault-weapon ban: How would it work? (+video)

As critics note, ?assault weapon? is a category of firearm that?s difficult to define. Millions of assault weapons and high-capacity magazines are already in the hands of private citizens. First, a general definition: assault weapons are small-caliber, high-powered rifles, pistols, or shotguns that are styled to appear as if they belong in a military or law enforcement arsenal. They are semiautomatic, meaning that each pull of the trigger fires one bullet and then chambers the next round.

True military rifles, such as the M16A2, are automatic, capable of firing multiple bullets with one pull of the trigger. But civilian ownership of automatic weapons has been tightly controlled in the US since the 1930s.

Feinstein?s bill is not a flat ban on assault-weapon ownership. Instead, it would ban the manufacture, sale, transfer, or importation of new assault weapons, as well as all ammunition feeding devices capable of holding more than 10 rounds. The legislation grandfathers in existing weapons and high-capacity magazines in private hands as legal.

The legislation bans more than 150 firearms by name. According to the bill, these include all AR-15 types, which are civilian derivatives of the military M-16; all AK-47 types, which are derivatives of the famous Soviet assault rifle of the same name; and MAC weapons, Thompson weapons, and Uzis, among others.

Beyond that, the legislation would restrict weapons according to their characteristics. Falling into this category would be semiautomatic rifles that can accept a detachable magazine, and have at least one military-style feature from this list: pistol grip; forward grip, folding, telescoping, or detachable stock; grenade launcher or rocket launcher; barrel shroud; or threaded barrel.

Pistols and shotguns with similar features would also be covered by the legislation?s restrictions.

These restrictions are somewhat tougher than those contained in the assault weapons ban that was the law of the land from 1994 to 2004. Under that law, a weapon had to have two of the military style features, instead of one, to be categorized as an ?assault? weapon. The new bill would also ban some of the stylistic workarounds that manufacturers used to get around the previous legislation, such as thumbhole stocks, which mimic a pistol grip.

?One criticism of the ?94 law was that it was ... too easy work around. Manufacturers would simply remove one of the characteristics, and the firearm was legal. The bill we are introducing today will make it much more difficult to work around,? said Feinstein at a Thursday press conference.

However, in some ways, the bill is most different than the old not for the way it categorizes new assault weapons, but for the manner in which it treats existing assault weapons and magazines in private hands.

If a current assault weapon owner wishes to sell or otherwise transfer the firearm, for instance, the new bill requires that the transferee undergo a background check carried out either by the FBI or a state-level agency. It is difficult to see how the federal government could enforce this provision without a registry of existing assault weapons ? something gun-rights groups vehemently oppose as government intrusion on Second Amendment rights.

As for existing high-capacity ammunition feeding devices, the bill would prohibit their further sale or transfer, according to Feinstein?s summary of the legislation. That means they would remain lawful to own for those who already have them, but not to get rid of, except to destroy.

The bill would establish a safe storage requirement for grandfathered assault rifles. Feinstein has yet to specify exactly what this would entail, though in the past she has talked about wanting to require trigger locks for such weapons.

Finally, the new legislation would also allow states and localities to use certain federal funds to hold voluntary buy-back programs for grandfathered assault weapons and high-capacity magazines.

Gun owner groups said they would oppose all aspects of the proposed reinstatement of assault weapon and high-capacity magazine restrictions.

?Senator Feinstein has been trying to ban guns from law-abiding citizens for decades,? said the National Rifle Association in a statement.

Blaze reignites in ice-encrusted Chicago warehouse

Flames rekindled at a Chicago warehouse, which had ignited in fire Tuesday night. NBCNews.com's Dara Brown reports.

A massive warehouse blaze that Chicago firefighters battled through the night Tuesday flared back to life Thursday morning.

Chicago fire department officials called the flare-up in the abandoned building -- which was encased in ice due to freezing temperatures -- a ?significant rekindle,? NBCChicago.com reported.

Smoke could be seen pouring from the gutted building and flames shot through the frozen roof.

On Wednesday, Department Fire Commissioner John McNicholas warned that the blaze, which firefighters fought as cakes of ice formed on their uniforms, could reignite.

?We know that we still have buried debris that?s burning,? McNicholas said, according to NBCChicago.com. ?That hose lines are not capable of getting at it.?

Firefighters deployed a high-powered ?deluge unit? to douse the raging flames on Tuesday night.

?It looked like hell was on the next block,? neighbor Jaime Lamus told NBCChicago.com of the five-alarm fire that drew out more than 200 of the Windy City?s firefighters ? a third of the department?s total force.

?I couldn?t believe it,? area resident Jesse Macias said of the fire. ?It looked like the sun was out, that?s how bright it was. Very orange bright. It was scary, but I?m glad the fire department did their job.

One firefighter sustained a minor injury during the initial fight to bring the fire under control. It remained unclear on Thursday what caused the fire to break out in the first place.

Nearly 40 percent of House members don?t represent their birth state

Thirty-eight percent of members of the U.S. House of Representatives represent a state in which they weren't born, according to findings released Tuesday from Smart Politics.

In Alaska, Vermont and Montana?which are each apportioned one House Member-At-Large apiece?the representative was not born in the state. And just 18 percent of the delegation in Virginia (2 out of 11 members) was born in the state. Twenty-five percent were born in Minnesota, and 37.5 percent in Maryland.

One might surmise that today's transitive society has contributed to this statistic, but Smart Politics' Eric Ostermeier writes that "it is the younger U.S. Representatives serving in the 113th Congress who are most likely to represent a district in the state of their birth."

The number of lawmakers representing the state of their birth has actually increased over time.

Smart Politics noticed no difference in rates of representation of birth states when members were divided by party affiliation.

BEST Study Finds Temperature Changes Explained by GHG Emissions and Volcanoes

The event in Australia broke more records than you could possible shake a stick at. Go here [climatecentral.org] for just the briefest scientific review of the incident. Here's a quote: "A relatively small change in the average temperature can easily double the frequency of extreme heat events. Australia has warmed steadily since the 1940s, and the probability of extreme heat has now increased almost five-fold compared with 50 years ago." What part of this do you not get. Globally, spring comes 3 weeks earlier than 50 years ago. The clear and unmistakable results of climate change measure in the ten of thousands of unique individual events and phenomena. Taken as a body of evidence you'd have a better chance of arguing against evolution (and the body of evidence doesn't stop ideologues from doing that either.) Why is it that I'm yelling "Hey, dummy your arse is burning!" and instead of putting it out and thanking me for saving your life, you choose instead get insulting and indignant.

I'm point at trends, when data point after data point in one direction you get a trend. The system is incredibly complex, melting in the arctic messes with the haline cycle (and recent changes in the Gulf Stream suggest global current changes may be imminent.) These changes would have profound effects on global climate particularly cutting warm currents to the extreme latitudes causing dramatically colder winters. So there are a number of possible outcomes, when you perturb a system as complex as global weather, it's like throwing dice, many possible things can happen because there are many competing feedback loops and we still can't produce predictive models with the subtlety to give us long term predictions of complex chaotic systems.

That said, we can look at more general possibilities and compare them against what has already happened, in other words if I create a model starting in 1850 and successfully predict general large scale climate features and event up until now, I have a reasonable probability of predicting some of the large scale events coming. As for pulling out a single anything, that's crap no single data point informs you of anything. Again, the only thing that matters are trends, and we have those, we have a whole bunch of trends.

And I wish for the love of Jebus you guys could have one of these conversation without blowing all kinds personal FUD, you can stick your presumptions where the sun don't shine. You haven't the foggiest idea what my political opinions are but its clear that if your as good at guessing politics as you are about noticing its getting hotter every year that it explains why you can't seem to make a cogent observation about physical reality. In the flagellating department I believe its better to give than to receive. Guilt is what nice people do to assuage their consciences for being irresponsible or committing unkind acts. I don't practice either, therefore no guilt. I never said the world was ending, not today or a week from Tuesday or in a thousand years. Humanity is extincting about a 1000 species a day now. Most are insects and various invertebrates. Still, in your and my lifetime, we'll see the last of all the big mammals in Africa, most in Asia, and nearly half of the world's rain forest will go away. The impact of the change we're perpetrating on the environment will come back to haunt us because our biology is intimately tied to the global biology... nature of ecosystems. Every human being is a river of biota, moving through us every moment are ten times as many cells without a human genome as with. Plow the ecosphere under and we're committing slow motion suicide. Life has ben here nearly 4 billion years and suffered far worse than us, it will get along fine without us. We're an apex predator, we'll be one of the first things to go. Or, we'll pull our collective heads out of our rear ends and design a global technology that supports human advance without turning the world into a toilet. Why is that

Obama Says Country, 'As One People,' Must Tackle Immigration ...

President Barack Obama used his inauguration speech Monday to ask Americans to come together to tackle the country?s toughest challenges, including immigration reforms, protecting voter rights, and gun law changes.

"My fellow Americans, we are made for this moment, and we will seize it ? so long as we seize it together," Obama told a crowd of an estimated 800,000 who gathered on the National Mall to see the 57th Inauguration amid overcast skies and chilly winds.

Obama's speech focused on the power of Americans to solve the nation's hardships together. The country, he said, had come through a Civil War that helped end slavery; worked together to build railways and highways; built schools; regulated the free market; and cared for the vulnerable.

"But we have always understood that when times change, so must we; that fidelity to our founding principles requires new responses to new challenges; that preserving our individual freedoms ultimately requires collective action," Obama said. "Now, more than ever, we must do these things together, as one nation and one people."

In 18 minutes, Obama stuck to broad concepts of citizenship and stayed away from details. Near the end, however, he used one sweeping stanza to touch on a range of issues that are taking shape as the most pressing issues of his second term?including immigration, gun control, and voting rights. In a broad sense, he said, he said it was this generation's task to carry on the idea of freedom from the pioneers.

"For our journey is not complete until our wives, our mothers and daughters can earn a living equal to their efforts," Obama said. "Our journey is not complete until our gay brothers and sisters are treated like anyone else under the law ? for if we are truly created equal, then surely the love we commit to one another must be equal as well.

"Our journey is not complete until no citizen is forced to wait for hours to exercise the right to vote," Obama said. "Our journey is not complete until we find a better way to welcome the striving, hopeful immigrants who still see America as a land of opportunity, until bright young students and engineers are enlisted in our workforce rather than expelled from our country," Obama continued.

"Our journey is not complete until all our children, from the streets of Detroit to the hills of Appalachia, to the quiet lanes of Newtown, know that they are cared for and cherished and always safe from harm," Obama said.

Obama also called on Americans to respond to the threat of climate change, saying "that the failure to do so would betray our children and future generations." Americans "cannot afford to delay," he said, and should move forward with "common effort and common purpose."

In recent weeks, Obama has offered proposals on gun law reforms, and has made overtures that immigration could become a centerpiece of his second term.

On Beating Cancer ? The Reality-Based Community

Reacting to David Kuo?s brain tumors, Rod Dreher writes:

As with my late sister Ruthie, I know David is going to beat this cancer, even if it takes his life.

During the years I was a hospice volunteer counselor, I met a remarkable oncologist who offered a valuable perspective on his role as a physician:

Most oncologists say they treat cancer. I don?t treat cancer. I treat cancer patients. If you treat cancer, if you have to ?beat cancer?, you will lose most of the time and start to feel angry and discouraged about your profession and maybe even angry at your patients for making you feel like a failure. But if you treat cancer patients, you realize that you are working fundamentally with a suffering human being, not a mass of malignant cells. And that means you can always be a good doctor, regardless of whether the patient lives or dies.
