Amazon River exhales virtually all carbon taken up by rainforest

May 20, 2013 ? The Amazon rain forest, popularly known as the lungs of the planet, inhales carbon dioxide as it exudes oxygen. Plants use carbon dioxide from the air to grow parts that eventually fall to the ground to decompose or get washed away by the region's plentiful rainfall.

Until recently, people believed much of the rain forest's carbon floated down the Amazon River and ended up deep in the ocean. University of Washington research showed a decade ago that rivers exhale huge amounts of carbon dioxide -- though left open the question of how that was possible, since bark and stems were thought to be too tough for river bacteria to digest.

A study published this week in Nature Geoscience resolves the conundrum, proving that woody plant matter is almost completely digested by bacteria living in the Amazon River, and that this tough stuff plays a major part in fueling the river's breath.

The finding has implications for global carbon models, and for the ecology of the Amazon and the world's other rivers.

"People thought this was one of the components that just got dumped into the ocean," said first author Nick Ward, a UW doctoral student in oceanography. "We've found that terrestrial carbon is respired and basically turned into carbon dioxide as it travels down the river."

Tough lignin, which helps form the main part of woody tissue, is the second most common component of terrestrial plants. Scientists believed that much of it got buried on the seafloor to stay there for centuries or millennia. The new paper shows river bacteria break it down within two weeks, and that just 5 percent of the Amazon rainforest's carbon ever reaches the ocean.

"Rivers were once thought of as passive pipes," said co-author Jeffrey Richey, a UW professor of oceanography. "This shows they're more like metabolic hotspots."

When previous research showed how much carbon dioxide was outgassing from rivers, scientists knew it didn't add up. They speculated there might be some unknown, short-lived carbon source that freshwater bacteria could turn into carbon dioxide.

"The fact that lignin is proving to be this metabolically active is a big surprise," Richey said. "It's a mechanism for the rivers' role in the global carbon cycle -- it's the food for the river breath."

The Amazon alone discharges about one-fifth of the world's freshwater and plays a large role in global processes, but it also serves as a test bed for natural river ecosystems.

Richey and his collaborators have studied the Amazon River for more than three decades. Earlier research took place more than 500 miles upstream. This time the U.S. and Brazilian team sought to understand the connection between the river and ocean, which meant working at the mouth of the world's largest river -- a treacherous study site.

"There's a reason that no one's really studied in this area," Ward said. "Pulling it off has been quite a challenge. It's a humongous, sloppy piece of water."

The team used flat-bottomed boats to traverse the three river mouths, each so wide that you cannot see land, in water so rich with sediment that it looks like chocolate milk. Tides raise the ocean by 30 feet, reversing the flow of freshwater at the river mouth, and winds blow at up to 35 mph.

Under these conditions, Ward collected river water samples in all four seasons. He compared the original samples with ones left to sit for up to a week at river temperatures. Back at the UW, he used newly developed techniques to scan the samples for some 100 compounds, covering 95 percent of all plant-based lignin. Previous techniques could identify only 1 percent of the plant-based carbon in the water.

Based on the results, the authors estimate that about 45 percent of the Amazon's lignin breaks down in soils, 55 percent breaks down in the river system, and 5 percent reaches the ocean, where it may break down or sink to the ocean floor.

"People had just assumed, 'Well, it's not energetically feasible for an organism to break lignin apart, so why would they?'" Ward said. "We're thinking that as rain falls over the land it's taking with it these lignin compounds, but it's also taking with it the bacterial community that's really good at eating the lignin."

The research was supported by the Gordon and Betty Moore Foundation, the National Science Foundation and the Research Council for the State of S?o Paulo. Co-authors are Richard Keil at the UW; Patricia Medeiros and Patricia Yager at the University of Georgia; Daimio Brito and Alan Cunha at the Federal University of Amap in Brazil; Thorsten Dittmar at Carl von Ossietzky University in Germany; and Alex Krusche at University of S?o Paulo in Brazil.

Hezbollah in big Syria battle, Obama 'concerned'

AMMAN/BEIRUT (Reuters) - Lebanese Hezbollah guerrillas have fought their biggest battle yet for Syria's beleaguered president, prompting international alarm that the civil war may spread and an urgent call for restraint from the United States.

About 30 Hezbollah fighters were killed on Sunday, Syrian activists said, along with 20 Syrian troops and militiamen loyal to President Bashar al-Assad during the fiercest fighting this year in the rebel stronghold of Qusair, near the Lebanon border.

That would be the highest daily loss for the Iranian-backed movement in Syria, highlighting how it is increasing its efforts to bolster Assad; it prompted U.S. President Barack Obama to voice his concern to his Lebanese counterpart, Michel Suleiman.

If confirmed, the Hezbollah losses reflect how Syria is becoming a proxy conflict between Shi'ite Iran and Arab states like Saudi Arabia and Qatar, which back Assad's mostly Sunni enemies. Dozens of dead in sectarian bombings in Iraq on Monday and killings in the Lebanese city of Tripoli compounded a sense of spreading regional confrontation.

Western powers and Russia back opposing sides in the cross-border Syrian free-for-all, which is also sucking in Israel - though Washington and its allies have fought shy of intervening militarily behind fractured and partly Islamist rebel forces.

The White House said Obama spoke to Lebanese President Suleiman and "stressed his concern about Hezbollah's active and growing role in Syria, fighting on behalf of the Assad regime, which is counter to the Lebanese government's policies". The Beirut government, however, has limited means to influence the politically and militarily powerful Shi'ite group.

The two leaders agreed "all parties should respect Lebanon's policy of disassociation from the conflict in Syria and avoid actions that will involve the Lebanese people in the conflict".

Israeli Prime Minister Benjamin Netanyahu said his country was "preparing for every scenario" in Syria and held out the prospect of more Israeli strikes on Syria to stop Hezbollah and other opponents of Israel obtaining advanced weapons.

Israel has not confirmed or denied reports by Western and Israeli intelligence sources that three raids this year targeted Iranian missiles near Damascus that it believed were awaiting delivery to Hezbollah, which fought a war with Israel in 2006.

FOG OF WAR

Syrian opposition sources and state media gave differing accounts of Sunday's clashes in Qusair, long used by rebels as a supply route from Lebanon to the provincial capital Homs.

Hezbollah has not commented but in Lebanon's Bekaa Valley on Monday several funeral processions could be seen. Pictures of dead fighters were plastered on to cars and mourners waved yellow Hezbollah flags. Several ambulances were seen on the main Bekaa Valley highway and residents said hospitals had appealed for blood to treat the wounded brought back to Lebanon.

The air and tank assault on the strategic town of 30,000 people appeared to be part of a campaign by Assad's forces to consolidate their grip on Damascus and secure links between the capital and government strongholds in the Alawite coastal heartland via the contested central city of Homs.

The government campaign has coincided with efforts by the United States and Russia, despite their differences on Syria, to organize peace talks to end a conflict now in its third year in which more than 80,000 people have been killed.

A total of 100 combatants from both sides were killed in Sunday's offensive, according to opposition sources, including the British-based Syrian Observatory for Human Rights. Such a death toll would indicate at least hundreds had taken part.

Troops have already retaken several villages around Qusair and have attacked increasingly isolated rebel units in Homs.

"If Qusair falls, God forbid, the opposition in Homs city will be in grave danger," said an activist who called himself Abu Jaafar al-Mugharbil.

State news agency SANA said the army had "restored security and stability to most Qusair neighborhoods" and was "chasing the remnants of the terrorists in the northern district".

Syrian television also showed footage of what it said was an Israeli military Jeep which it said the rebels had been using and which showed the extent of their foreign backing. An Israeli military spokeswoman said the vehicle was decommissioned a decade ago and dismissed the footage as "poor propaganda".

Opposition activists said rebels in Qusair, about 10 km (six miles) from the Lebanese border, had pushed back most of the attacking forces to their original positions in the east of the town and to the south on Sunday, destroying at least four Syrian army tanks and five light Hezbollah vehicles.

The Western-backed leadership of the Free Syrian Army, the loose umbrella group trying to oversee hundreds of disparate rebel brigades, said the Qusair fighters had thwarted Hezbollah with military operations it dubbed "Walls of Death".

Syrian government restrictions on access for independent media make it hard to verify such videos and accounts.

"NO DIALOGUE WITH TERRORISTS"

The fighting raged as Western nations are seeking to step up pressure on Assad - Britain and France want the European Union to allow arms deliveries to rebels - while preparing for the peace talks brokered by Russia and the United States next month.

British Foreign Secretary William Hague said "no option is off the table" over the possible arming of rebels if the Syrian government does not negotiate seriously at the proposed talks.

Russian Foreign Minister Sergei Lavrov, whose country has shielded Syria from U.N. Security Council action, said Syrian opposition representatives must take part without precondition, apparently referring to their demands for Assad's exit before they come to the table.

Assad has scorned the idea that the conference expected to convene in Geneva could end a war that is fuelling instability and deepening Sunni-Shi'ite rifts across the Middle East.

"They think a political conference will halt terrorists in the country. That is unrealistic," he told the Argentine newspaper Clarin, in a reference to Syria's mainly Sunni rebels.

Assad ruled out "dialogue with terrorists", but it was not clear from his remarks whether he would agree to send delegates to a conference that may in any case falter before it starts due to disagreements between its two main sponsors and their allies.

The fractured Syrian opposition is to discuss the proposed peace conference at a meeting due to start in Istanbul on Thursday, during which it will also appoint a new leadership.

Among divisive factors in the rebel camp is fundamentalist Islam, practiced by some fighters and opposed by others. In the latest Internet video from Syria to cause discomfort for rebels seeking Western backing, anti-Assad Islamists flogged two men they said had infringed a ban on marrying newly divorced women.

Attacks by troops and militias loyal to Assad, who inherited power in Syria from his father in 2000, have put rebel groups under pressure in several of their strongholds in recent weeks.

Assad, from Syria's minority Alawite sect, has been battling an uprising which began with peaceful protests in March 2011. His violent response eventually prompted rebels to take up arms.

Hezbollah has supported Assad throughout the crisis but for months denied reports it was fighting alongside Assad's troops.

The Syrian Observatory for Human Rights put the Hezbollah casualties on Sunday at 28 dead and more than 70 wounded, while 48 rebel fighters and four civilians were also killed.

Tareq Murei, an activist in Qusair, said six more people were killed on Monday as Syrian army artillery and Hezbollah rocket launchers bombarded rebel-held parts of the town.

Video footage purportedly showed a Syrian tank on fire at a street corner in the town. In another video a warplane was shown flying over the town amid the sound of explosions.

Lebanese security sources said at least 12 Hezbollah fighters were killed in Qusair on Sunday. Seven were to be buried in the Lebanese town of Baalbek and nearby villages on Monday, they said.

Video shows kidnapped Egyptian security officers

CAIRO (AP) ? Seven men purported to be the members of Egypt's security forces kidnapped by suspected militants last week appeared in a video posted online Sunday and urged the government to secure their release by meeting their captors' demands.

The video, posted on YouTube, is the first sign of the six policemen and one border guard since they were abducted by gunmen on the road from the Sinai Peninsula to Cairo on Thursday. Egyptian security officials said they believed the men in the clip were the missing personnel and that authorities were treating the matter seriously. The father of one of the captives identified his son in the video.

The kidnappings have embarrassed President Mohammed Morsi's government, and are seen as a test of his administration's ability to restore security to the volatile peninsula. They also have renewed a national debate on how best to tackle the troubles in northern Sinai, which borders Gaza and Israel. While many called for a swift security response, some argued that such a move would spark a backlash.

Authorities have been in contact with the kidnappers through mediators. The kidnappers have demanded the release of several militants held in Egyptian jails, including some convicted during Mubarak's rule, officials say.

In a statement Sunday, the president said that there is "no room for dialogue with the criminals" responsible for the kidnappings. The statement followed a meeting Morsi held with politicians from largely Islamist groups to brief them on efforts to secure the captives' release.

The president wrote on the social media website Twitter Sunday evening that "all options are on the table" to free the men and that the government will "not succumb to blackmail."

Sinai has been wracked by lawlessness since the 2011 uprising that ousted longtime leader Hosni Mubarak. Criminal gangs, militants and local tribesmen disgruntled with what they say is state-sponsored discrimination have exploited the security vacuum to smuggle weapons, attack security forces and kidnap tourists to trade for relatives held in Egyptian jails.

In the video released Sunday, the men, blindfolded and holding their hands on their heads, introduce themselves one by one.

One of the men identified himself as Cpl. Ibrahim Sobhi Ibrahim and asked Egypt's leaders to free jailed Sinai militants.

"The demands of the brothers, Mr. President, is the release of political prisoners from Sinai," he says. "Please, Mr. President, release them quickly. We can no longer tolerate torture."

The video closes with the men pleading to the camera: "Rescue us, Mr. President. We can't take it. Rescue us, people." At one point, the tip of a rifle appears over the head of some of the captives, before it is swiftly pulled back off the screen. There were no visible signs of torture on the young men.

It was not immediately clear who posted the video, which was uploaded to a YouTube account created Sunday. Later YouTube took it down, saying it violated its policy on violence.

An Egyptian security official identified the captives in the video as the missing personnel. He said a copy of the video was sent to security agencies, but it was not immediately clear by whom. Another security official in Cairo said families and friends of the captives were called in to identify their relatives.

Both officials spoke on condition of anonymity because they were not authorized to brief reporters.

The names of five of the missing also correspond with names previously obtained by The Associated Press.

Security officials say they believe the assailants carried out the kidnapping after being angered over reports that a prisoner, Ahmed Abu Sheta, had been tortured while in jail. Abu Shehata was convicted of attacking a police station in 2011 that killed police officers.

After meeting Morsi on Sunday, Younes Makhyoun, a leading member of the ultraconservative Islamist Salafi al-Nour party, said the president is eager to avoid a security response.

"Even though there are voices who are demanding security interference and decisiveness, (Morsi) said he wants to rescue the soldiers peacefully, and is keeping the engagement with local tribesmen," Makhyoun told The Associated Press. "The security solution would be easiest, but he wants to save lives."

Makhyoun said his party is also against a security solution because it would lead to bloodshed and won't resolve the problem ? a lingering feeling of injustice by many of those who were convicted and arrested during the Mubarak era. He said the kidnappers' demands include the release of as many as 600 prisoners, some of whom were convicted before 2011. A way out, he said, would be to offer retrials for those convicted in the past or in haste.

Mohammed Abdel-Hamid, the father of one of the policemen, told the private Al-Youm TV station that his son was in the video. He said he would rather see his son dead than have his release negotiated.

Expressing their anger at the recent kidnapping, scores of policemen blocked a commercial border crossing with Israel Sunday to protest the abduction of their colleagues. The policemen closed the main gates of the Awja crossing with chains, leaving around 40 trucks stranded, according to local official Ahmed Osman.

On Friday, policemen blocked a border crossing into Gaza. There was no indication that either Israel or the Palestinians were involved in the kidnapping.

On Gaza's border, an unexpected haven for mentally-handicapped Israelis

A factory in Sderot provides mentally-disabled people in Israel with work and a social environment where they can feel accepted.

Since moving to Israel, I have periodically found mysterious green envelopes in my mailbox. They include nothing but a flimsy magnet, advertising some business that I had never heard of.

Now I have solved the mystery, and gained a new appreciation for the folks behind this marketing front.

While reporting on Sderot?s resilience in the face of persistent rocket fire from nearby Gaza, I discovered a very different example of resilience: a factory full of adults diagnosed with various intellectual disabilities, working steadily away on various projects.?One of them was stuffing those now-familiar green envelopes with flimsy magnets.

Even this, the simplest of jobs, appeared to require some serious concentration from a petite woman working that day. I gained a new appreciation for the periodic presents in my mailbox.

These individuals are paid only a nominal amount for showing up here, since they already receive considerable government stipends ??even though they are doing work for corporations, not the government. In that light, the companies that contract with this factory could perhaps be seen as taking advantage of cheap labor from a disadvantaged population.

But on the other hand, it?s a haven from a society that, according to advocates for individuals labeled?mentally-disabled, is uncomfortable with these individuals.?

?I used to think it was just a sweatshop,? says Miriam Fouks, a young social worker who had heard about such factories before coming to work here. ?But they love being here, it gives them a social life.?

For some, the social life is the only reason they come. One man in particular can never be bothered to repackage Made-in-China menorah candles into Israeli boxes, or help with any of the other projects the 60 or so folks here are involved in.

So Ms. Fouks has just come up with a new job for him: current affairs guy. He loves reading the news, so she assigned him the task of getting up to speed every day and then sharing the highlights with his fellow workers.

Maybe he will enjoy reading about himself and his colleagues in an American newspaper.

'Undercover Angel' singer Alan O'Day dies

Songwriter and singer Alan O'Day, who wrote tunes for such artists as the Righteous Brothers and Helen Reddy, then went on to land his own No. 1 hit in 1977, died at his home in Westwood, Calif. He was 72.

His label, 1st Phase Records, reported his death from cancer on Friday.

"Alan continued to write and perform until his last days," said a statement from the record company. "Alan was a generous man who gave his heart and soul to the music industry."

O'Day first signed with Warner Bros. in 1971 and wrote "Train of Thought" for Cher, "Rock and Roll Heaven" for the Righteous Brothers, and the No. 1 single "Angie Baby" in 1974 for Helen Reddy. Three years after that, he also topped the charts with his own single, "Undercover Angel."

In the next decade he paired with Janis Liebhart to share writing credits on many songs for the "Muppet Babies" cartoons. During his career, his songs were performed by other artists, including Tom Jones, Dusty Springfield and Tony Orlando.

The Hollywood Reporter quoted a statement from O'Day's friend and fellow songwriter Diane Warren: "My dear dear friend and mentor Alan O'Day has passed away. 'If you believe in forever, then life is just a one-night stand. If there's a rock and roll heaven, well you know they've got one hell of a band.' (From Alan's song 'Rock And Roll Heaven'). Well the band just got better. Rest in peace my friend."

He is survived by his wife, Yuka.

Couture's OT goal gives Sharks 2-1 win over Kings

SAN JOSE, Calif. (AP) ? The Los Angeles Kings are now the team bemoaning a late penalty while the San Jose Sharks celebrate a dramatic win.

With the script being flipped from Game 2 in Los Angeles, the Sharks have played their way back into this second-round series against their Southern California rivals.

Logan Couture returned from a second-period injury to score a power-play goal 1:29 into overtime that helped the Sharks bounce back from two losses in Los Angeles to beat the Kings 2-1 in Game 3 on Saturday night.

The second loss was particularly crushing as San Jose led 3-2 late in regulation before a pair of penalties ? including a questionable delay-of-game call ? led to two power-play goals that gave Los Angeles a 2-0 series lead. Instead of moping around, the Sharks responded with a big win.

"I thought the transition from being down to, 'Let's get ready to go,' was exceptional," coach Todd McLellan said. "The leaders did a great job. But you always have to take that test. You find out a lot about your team. We obviously showed up to play tonight."

This time, the Sharks were the beneficiaries of some late game calls.

Tommy Wingels drew a hooking penalty on Robyn Regehr with 41.7 seconds left in regulation. But the call that really had the Kings steaming came when Trevor Lewis was called for goaltender interference when he crashed into Antti Niemi with 4.5 seconds remaining.

Los Angeles argued that Patrick Marleau pushed Lewis, and goalie Jonathan Quick got a game misconduct for arguing with the officials after the game.

"I find it very tough to believe that a player as intelligent as Trevor Lewis, that he'd run the goalie," Kings forward Dustin Penner said. "I asked him and he said he got pushed from behind. I believe him. I'm disappointed that the refs had enough confidence to make a gutsy call like that in the last 30 seconds of the period.

"It's pretty impressive when you have enough gall to guess because I'm going to look at the tape and I'm going to see if he got pushed because I know what it's like to drive the net."

That gave San Jose a 5-on-3 advantage for the first 1:19 of overtime. The Sharks couldn't convert with two extra men, but got the winner after Regehr came back when Marleau set up Couture in front, who beat Quick for the game-winner.

"They said we got a break last game, so now they got a break," Kings coach Darryl Sutter said.

Dan Boyle scored a power-play goal early in the first period, and Niemi made 26 saves for the Sharks, who have dominated on home ice all season.

Rookie Tyler Toffoli scored the lone goal for the defending Stanley Cup champion Kings, who had won six straight games since dropping the first two in the opening round in St. Louis. Quick made 38 saves.

Game 4 is Tuesday night in San Jose.

Couture's first career playoff overtime goal came after he missed most of the second period when he limped off the ice favoring his left leg. He returned to an ovation in the final minute of the second and then got the Sharks back into the series in overtime.

"When you see someone leave after stepping on a puck like that, you don't know if he's going to come back or not," Marleau said. "And now he has his stick back in the game. And he scores the overtime winner. It's huge. It's to see him be able to push through that kind of pain."

The Sharks survived a scoreless second period in which they played with a short bench for much of it. Marty Havlat, back for the first time since being knocked out of Game 1 in the first round because of a lower-body injury, left after the first period and didn't return.

Defenseman Scott Hannan missed time early in the period after sliding face first into the boards, and Couture was also out.

Despite having just 10 forwards for most of the period, the Sharks got the better chances with only a sterling pad save by Quick against Andrew Desjardins keeping the game tied at 1 heading into the third.

"Guys really stepped up," Pavelski said. "The fourth line played a lot. Guys stepped up with short shifts. We had good game management. We did a good job."

The sold-out crowd was in a frenzy from the start, hoping to help the Sharks rebound from the late-game collapse in Game 2 in Los Angeles that put them in the 0-2 hole.

This time, the Sharks were on the positive end of a puck being played into the seats, getting a power play 90 seconds into the game when Jake Muzzin's clearing attempt went over the glass for a delay of game. It took just 4 seconds for San Jose to get its first power-play goal of the series as Joe Pavelski won the faceoff against Anze Kopitar back to Marleau, who fed Boyle for the blast from inside the blue line.

The Kings withstood that early storm, getting the equalizer shortly after killing a second power play midway through the period. Brad Stuart turned the puck over, trying to come out of the defensive zone, right to Toffoli, who skated in and beat Niemi with a backhand to make it 1-1.

United to restart 787 flights on Monday

United Airlines is getting its 787s back in the air.

The planes are returning after being grounded for four months by the federal government because of smoldering batteries on 787s owned by other airlines. The incidents included an emergency landing of one plane, and a fire on another.

The incidents never caused any serious injuries. But the January grounding embarrassed Boeing, which makes the 787, and disrupted schedules at the eight airlines that were flying the planes. The company had delivered 50 of the planes worldwide.

The grounding forced United to delay planned international flights and hurt its first-quarter earnings by $11 million. Others, including Japan Airlines and South America's LATAM Airlines Group, also said profits were reduced. LATAM said it still had to make payments on the plane and pay for crews and maintenance. It expects to resume flying soon.

United's first 787 flight was scheduled for 11 a.m. Monday from Houston to Chicago.

Passengers didn't appear to be too worried. "We saw strong demand for the flight from the first weekend it opened for sale," said United spokeswoman Christen David.

United is planning to use 787s on shorter domestic flights before resuming international flights on June 10 with new Denver-to-Tokyo service as well as temporary Houston-to-London flights. It's adding flights to Tokyo, Shanghai, and Lagos, Nigeria, in August.

Those long international flights are the main reason the 787 exists. Its medium size and fuel efficiency are a good fit for long routes. Starting with shorter domestic flights "will give us a period to ramp up full 787 operations," David said.

United Continental Holdings Inc. was the first U.S. airline to get the 787 and now has six. United has said it expects to have four fixed by Monday, with the other two getting their batteries modified in coming days.

The 787 uses more electricity than any other jet. And it makes more use of lithium-ion batteries than any other jet, because it needs to be able to provide power for things like flight controls and a backup generator when its engines are shut down. Each 787 has two of the batteries.

Boeing Co. never did figure out the root cause of the battery incidents. Instead, it redesigned the battery and its charger. The idea was to eliminate all of the possible causes, 787 chief engineer Mike Sinnett said in an online chat on Thursday where he and a Boeing test pilot took questions about the plane.

The changes include more heat insulation between each cell and charging the battery to a lower maximum voltage.

farmer_1Mr Hayford Baah-Adade, Board Member of Export Development and Agricultural Investment Fund (EDAIF) said at the weekend that the Fund?s revised charter could boost the contribution of agriculture considerably to the Gross Domestic Product (GDP).

Speaking to a gathering of agri-business stakeholders in Ho the Volta Region he said the Fund have the resources to support industrious business people countrywide to stop the decline of agriculture?s contribution to national GDP, which he put at 24.6 per cent currently.

Originally, EDAIF was known as, Export Development and Investment Fund, (EDIF), incorporated in 2000 to support only export orientated businesses.

It now has a new mandate to support agricultural related businesses with capacity for agro-processing, warranting the change of name from EDIF to EDAIF.

Mr Baah-Adadey expressed dissatisfaction that Ghanaian shops are heavily stocked with imported fruit juices, when the country has huge capacity to produce and process different kinds of fruits for local consumption.

He said facilities provided by EDAIF are good deals for serious businesses and asked farmers seeking credit from banks to demand that they are linked to EDAIF?s credits and grants, which have very competitive interest rates.

Mr Baah-Adade said the facilities are being managed through the commercial banks and hinted that efforts to involve the rural banks in the disbursement of EDAIF facilities are on- going.

He said the EDAIF team was in the Region as part of a nationwide outreach to get people to know about the Fund and the opportunities it holds for them.

Nana Adwoa Adadey, Research Manager at EDAIF, who presented a paper on categories, range of credits and the approval process said the interest rate is 12.5 per cent as against the? 22 per cent and 27 per cent the banks charges.

She said EDAIF had made arrangements with the National Board for Small-Scale Industries, to guide applicants on the writing of business plans.

A brochure circulated among participants listed eligible businesses as, farmers of agricultural produce relating to agro-processing, marketers of agricultural produce relating to agro-processing and marketers of locally processed agricultural produce for the domestic market.

The rest are investors undertaking an infrastructural project to provide services for agriculture and agro-processing entities, and an aggregator facilitating production from out-growers to agro-processing.

The EDAIF team, which tagged the overture ?a conversation with the Volta Region,? also sent representatives on local FM stations with their messages, besides the well-attended stakeholders meeting.

"Pope Francis made it clear that we need a strong, fair?Europe?and I found the message very encouraging," said Merkel, head of the?Christian Democratic Union, which has a strong Catholic component.

In his first major speech about finance since his election in March, Francis had also urged states to take greater control of their economies and protect the weakest.

Merkel, who grew up in communist?East Germany?before the country was re-unified, said both she and Francis had "lived under dictatorships", referring to the military junta that ruled the pope's native?Argentina?from 1976 to 1983.

Now, President Barack Obama's closest advisers want to find a way to return attention to his top priorities, such as creating more jobs and reforming immigration laws, while continuing to show they are trying to get to the bottom of the controversies.

"I think what they've done in the last two days is a great demonstration that they're prepared to own this stuff and deal with it," said Tad Devine, a longtime Democratic strategist invited to the Thursday meeting.

"There's always going to be bumps in the road. That's just the nature of it. I think they're going to be fine, as long as they stick to the big issues," Devine told Reuters.

About a dozen outside strategists huddled with White House Chief of Staff Denis McDonough, senior advisers Valerie Jarrett and Dan Pfeiffer, communications director Jen Palmieri and press secretary Jay Carney.

Pfeiffer confirmed the meeting but declined to provide details.

The session was one of a handful of regularly scheduled meetings between Obama aides and outside advisers. It was scheduled after the trio of crises were in full swing - but participants said it would be incorrect to call it a crisis summit.

Obama is ending the week by traveling to Baltimore on Friday to talk about his proposals to boost early-childhood education, create manufacturing jobs and fix crumbling infrastructure.

"I can't think of any better time" for such a trip, said Devine, who said polls and focus groups consistently show that voters want elected leaders to focus on the economy rather than "peripheral issues."

At the beginning of the week the White House struggled to counter criticism about the scandals. By midweek, that had changed, with damage control in full swing.

On Wednesday Obama announced that the acting head of the IRS had been asked to resign and on Thursday announced a successor, delivering the swift action that critics had called for after news of the extra scrutiny first came out.

While defending his Attorney General Eric Holder and Justice Department investigations into leaks about national security issues, Obama also pushed for Congress to revive proposals that would help reporters protect their sources.

The White House released 100 pages of emails to demonstrate transparency on its deliberations over how to explain the September 11, 2012, attacks that killed four Americans in Benghazi, including U.S. Ambassador Chris Stevens.

Mike McCurry, a longtime press secretary to former President Bill Clinton who attended Thursday's meeting, said criticism that the White House had been slow to respond to the controversies was unfair.

"They had to be patient, and they had to get it right," he said.

McCurry said White House officials made clear at the meeting that they were determined to respond effectively to the issues dominating the news this week without losing sight of the president's other priorities, including strengthening the economy.

"Most of the discussion was, how can you effectively do that," he said.

Outside strategists said it might be worthwhile for the White House to reorganize its staff to have a point person or two for the scandals, particularly as Congress delves deeper into its IRS investigations. But they said they had no indication that might happen.

Reorganizing White House staff could leave spokesman Jay Carney freer to talk about Obama's agenda in daily briefings rather than being bogged down in daily interrogations about the details of congressional probes, they said.

Drinks-On With the World's Biggest, Baddest Bartending Robot

At the Google I/O after party the other night, there was one bartender in particular that stood out. It wasn't the drink he made, or the friendly chatter. It was more than he weighed several tons and could break you with the flick of the wrist. Meet the Makr Shakr.

It's Friday afternoon, you've made it through the long week, and it's time for Happy Hour, Gizmodo's weekly booze column. A cocktail shaker full of innovation, science, and alcohol. Do Androids dream of the perfect Manhattan?

Makr Shakr was designed at MIT's Senseable City Lab and produced and implemented by Carlo Ratti Associati in Italy, where it was built. Incredibly, this massive project went from concept to full implementation in roughly three months. The full rig weighs between five and six metric tons and made the voyage across the sea in a rather densely packed shipping container. It is simply the most advanced robot bartender we've ever seen.

Users download an app (at I/O they had a tablet with a scaled-back version of the app pre-loaded) and log in. From there, they can either take a drink template that already exists, or they can start from scratch. Makr Shakr partnered with Bacardi and Coca-cola, so there are roughly two dozen spirits and liqueurs, and over a hundred non-alcoholic mixers to choose from (Fanta Peach, anyone?). You pick your ingredients and the quantity of each that you want in it. You an also add solid ingredients such as a salt and pepper mix, granulated sugar, lemon slices, or even mint leaves. Your total drink will be up to 200ml (roughly 6.8 fluid ounces), when all is said and done.

Then you choose how the drink should be prepared (shaken, stirred, muddled, blended), name the drink, and submit it. Then the magic starts.

How It Works

Once you submit your drink order, that information is sent to a web server, which sends it back down to a local server on the Makr Shakr. That information is then split into two parts. One is the visualization system, which, along with the app, was made with partners from Pentegram and super ?ber. On the large screen behind the robotic arms you can see exactly what's going into your drink when and what's being done to it as it happens. You can also see how many people are ahead of you and what the wait will be like. The other half of the data goes into the robotics systems.

Most prominent are the three robotic arms. These are Kuka KR 16 robots, a pretty iconic symbol of the industrial revolution. You typically see these puppies in paint factories. They can lift 16 kilograms, they are unnervingly quick and incredibly precise (accuracy down to 1/10th of a millimeter). The two robots on the outside have cocktail shakers for hands (with lids that can close), while the one in the middle has a hand that holds and delivers the cups.

Behind the arms are a large network of taps, each of which are automated. Each spirit is housed in its own nitrogen-pressurized tank. Once the shaker is placed under the tab, an actuator opens the valve, and a pre-determined amount is dispensed. The Coca-Cola products are distributed in basically the same way. Ice, and other dry ingredients all drop in as they should. Behind the screen are two blades which hold and cut lemons into uniformly thick slices, and then drop it into your drink. It's incredibly sophisticated. There is also an immersion blender and muddler, for making drinks like pi?a coladas or mojitos.

Once all of the ingredients are in, the robot closes the lid on the shaker and either shakes it vigorously (and with a pretty good approximation of a human arm movement), or swirls it gently to give it a stirred effect. Truth be told, they make a bit of a mess, but hey, they're only three months old. They then pour the drink into the cup the middle robot is holding. That robot adds garnish as necessary, and then places the finished drink onto one of five conveyor belts, which delivers the drink to the awaiting imbiber. The shaker is then rinsed off with a blast of water, and the process begins again.

There are some interesting things the software can do, too. "We want to make sure people use the Makr Shakr to drink responsibly," says Alessandro Incisa, Project Manager from Carlo Ratti Associati, who managed implementation. "It keeps track of the alcohol by volume of each drink it serves you. It could limit the number of alcoholic drinks each person has in a night." But because it's keeping track of percentages, it would be a dynamic number. For example you might be allowed 5 drinks that were 12 percent ABV over a given period of time, but only two drinks that were 40 percent. It can also count your calories, and if people punched in some vital statistics, the Makr Shakr could even estimate your blood-alcohol content (BAC) throughout the night.

At Google there was a limited subset of features, just because I/O was such a huge event and they wanted everyone to get a taste. In the app's full implementation you can filter by elements of the drink. This not only helps you discover a drink you might like, but it gives you a genealogy of that drink's creation. So, say you're looking for a drink with whiskey, and you discover a drink I created. You can see not only how my drink was made, but you can see the previous iterations of it and read my notes, ?I liked it, but I think I made it a little too sweet this time.? You can adjust it to further refine it. When you do, I'll get a notifications that the drink I've been working on has had another iteration. Maybe I want to try it. I go to the back and further refine it. Even if we never actually meet at the bar, and we don't know each others' names, we've created something together. It's about a participatory, democratized design.

Why It Matters

The Makr Shakr is not, as one might suspect, trying to replace bartenders. The drinks I sampled were, in general, decent. Or as decent as the person that created them envisioned them. But bartending is more art than science, and crafting flavors is still best done with a human touch. The MIT guys know that, and they don't want to change that. They aren't trying to make a better drink. Instead, the Makr Shakr is meant as an example?a microcosm, really?of some of the principals of the Third Industrial Revolution.

Industrial technology has progressed to incredible places, obviously, but according to Yaniv Jacob Turgeman, the project leader from the MIT side, we've been somewhat alienated from it. With Makr Shakr, they are using these incredible robotics?symbols of the industrial revolution?but they are made accessible. "Part of the idea is that anyone can control this powerful technology with something in their pocket," said Turgeman.

Carlo Ratti, the father of Makr Shakr who runs the MIT Senseable City Lab, agreed. This is intended to be an example of the new way things are 1. Designed, 2. Made, and then 3. Enjoyed. They chose drinks because within just a few minutes, people can go through the whole cycle. It's a fast and clean example, but of course that's just a small example.

?It could be designing a sandwich," said Ratti in our phone interview. "Or it could be designing a city or desiging a building." He thinks that's a day we will see in our lifetimes. Something like a public square would be especially ripe for this philosophy, since so many people use it, it would make sense that more people could design together. That's exemplified in the Makr Shakr, too. Part of it is about social creation and consumption.

It means more to us when we participate in the creative process. It makes our drink (or house, or public square) not just more personalized to our tastes, but there's a sense that it belongs to us, because it's something that we created. When you apply these philosophies to production?a world we've come to think of as robotic?suddenly it becomes human again, because we can see ourselves in it.

Or maybe they'll just enslave us all using alcoholism.

(AP) ? Days after sudden gunfire brought a chaotic and bloody end to a Mother's Day neighborhood parade in New Orleans, news of six arrests gave an organizer of the traditional event reason to celebrate again.

"I'm just ecstatic," Edward Buckner, president of the Original Big 7 Social Aid and Pleasure Club, said Thursday.

Two brothers were booked with 20 counts each of attempted second-degree murder in Sunday's shooting spree in which 19 people were struck by bullets and one was injured while fleeing. Authorities said three people remain in critical condition.

Akein Scott, 19, was captured Wednesday night. A $10 million bond was set for him in the shooting case Thursday and he was ordered held without bond, pending another hearing on an unrelated gun and weapon charge. His brother, Shawn Scott, 24, was arrested Thursday morning. The district attorney's office had said Shawn Scott would make an initial court appearance Friday, but court records show bond was set at $10 million for him in a hearing Thursday evening. An additional $91,000 in bond was added for other drug and weapon charges.

Four others were arrested for allegedly helping Akein Scott avoid capture. They are charged with being accessories after the fact to attempted second-degree murder and obstruction of justice, police said.

Motives for the shootings have not been given but police said the shootings were believed to be drug related and that the Scott brothers are thought to be members of a gang called the Frenchmen and Derbigny Boys.

News of the arrests in a case of violence that brought unwanted national attention to the tourist-dependent city was welcomed by San Francisco freelance journalist Mark Hertsgaard, shot in the leg as he watched the parade.

"I love New Orleans and I love anything that helps to heal New Orleans from this event, including bringing justice to the perpetrators," Hertsgaard said Thursday in a telephone interview from his home in San Francisco.

Sunday's shooting happened during a "second line" parade, so called because watchers of the procession of musicians and festively clad marchers often join in, forming a second line of marchers.

Buckner said the Original Big 7 club plans to re-stage the parade on June 1. Sunday's parade drew an estimated 400 along its route through a neighborhood in New Orleans' 7th Ward.

The abrupt end came when bullets started flying in the crowd. Surveillance camera video released early Monday showed one man apparently firing into the crowd, immediately scattering the assembled parade-watchers as some fell to the ground. Police said Akein Scott has been identified by an unnamed witness as the person seen on the video. Shawn Scott's role was not immediately clear.

Their arrests pleased Mayor Mitch Landrieu, who held a news conference at the shooting site Thursday at noon, along with police chief Ronal Serpas and District Attorney Leon Cannizzaro. Dozens of uniformed officers and an array of police vehicles were in the background at an intersection that is off the beaten path for most tourists but less than two miles from the popular French Quarter.

Landrieu, who strongly promotes the city's tourism industry and its successful hosting of Super Bowls, music festivals and the annual Mardi Gras celebration, said the arrests are the latest evidence of the city's determination to stop the gunplay that mars its image.

"We all came back here to make it clear that the culture of death and violence on the streets of New Orleans is unnatural, it's unacceptable, and the people of New Orleans have had enough," Landrieu said.

He credited tips from citizens to the Crimestoppers organization, which contributed to a $10,000 reward in the case, with helping lead to the arrests. He also said the arrests are proof that cooperation among police, the district attorney and federal law enforcement agencies ? U.S. marshals helped in the arrest ? is paying off. He pointed to last week's indictment of 15 people on gang-related charges including the killing of a 5-year-old girl hit when gunfire broke out during an outdoor birthday party last May.

Rafael Goyeneche, president of the Metropolitan Crime Commission, an independent watchdog group, said it appears there is better cooperation and coordination between police and the district attorney's office in recent years. He credits Cannizzaro, elected district attorney in 2008; Landrieu, elected mayor in 2010; and Serpas, picked to head the police department by Landrieu.

"The police department and the DA's office were basically silo operations as opposed to partners," in years past, Goyeneche said.
