there are many ski resorts in France, all have ski schools with qualified instructors and beginners' slopes, and most offer good facilities for beginners. As for cheap, it depends on what time of year [Easter is relatively early this year so will be expensive] and whether you want a high altitude place with better chances of snow, or are prepared to take a risk on somewhere lower. also whether you want a charming chalet or a tiny apartment.

Morzine, les deux alps, Portes du Soleil are all places that spring to mind.
